The 111/ <br /> theater would be operated by Carmike Cinemas. The property is located at 2430 Highway 10 and is <br /> bounded by Highway 10, Long Lake Road, and County Road H2. (See Attachment 2: Vicinity Map) <br /> It includes approximately 24 acres. In addition, the applicant is requesting approval of a general <br /> concept plan, which is the first of three steps in using PUD zoning. Action on the rezoning ordinance <br /> and on the general concept plan must be preceded by a public hearing. <br /> The general concept plan is shown in the enclosed blueprint drawing and in Attachment 3. The plan <br /> shows the general location for the theater building and the three office buildings. The restaurants are <br /> proposed for Parcels A and B. A detailed layout for the restaurants would be provided on the <br /> development stage plan. <br /> The Mounds View Zoning Code includes a Planned Unit Development(PUD) district. Planned Unit <br /> Development Zoning was created to provide greater flexibility in the combinations of uses allowed on a <br /> development site, and greater control over development design, landscaping and signage,protection of <br /> natural features and preservation of open space. It allows for the creation of a customized set of <br /> development regulations for a particular proposal. It specifies the allowed uses and densities, setbacks <br /> and height limits, development requirements and may specify phasing of development, requirements to <br /> provide improvements, and what other approvals are needed before construction begins. The <br /> dimensional requirements may vary from the requirements in standard zoning districts (like B-1 or R- <br /> 1), and the list of permitted uses may be narrower. Planned unit developments are always tied to a site <br /> plan which shows the general layout of the development, and which can be used to show required <br /> buffers, landscaping, screening and open space. More detailed plans may be required at subsequent <br /> steps. Once a planned unit development is approved,the project must proceed according to the <br /> approved plan. Any substantive changes must go through an amendment process similar to the original <br /> approval(i.e. Planning Commission and City Council review and public hearings). <br />
