• <br /> • J <br /> SUMMARY OF NEIGHBORHOOD MEETING <br /> • REGARDING DEVELOPMENT OF <br /> O'NEIL PROPERTY <br /> December 12, 1996, 7:00 PM <br /> Mounds View City Hall <br /> The purpose of this neighborhood meeting was to bring together the residents that surround the O'Neil property <br /> and the people who propose to develop the site. The O'Neil property is 24 acres in size and is bounded by <br /> Highway 10, Long Lake Road and County Road H2. It is covered by dense,mature tree stands and includes a <br /> sizeable wetland along the west side. Donatelle's Supper Club is located next to the southeast corner of the site. <br /> At the meeting, the developers presented their initial plan for the site. The plan included a sixteen screen movie <br /> theater and three one-story office buildings, with the possibility of one or two restaurants at a later date. The <br /> theater operator would be Carmike, which is reported to be the largest operator of movie theaters in the country. <br /> In this initial plan, the theater was shown located on the south side of the property, with the back of the theater <br /> building facing County Road H2. A 50-foot buffer area between the theater and County Road H2 was proposed, <br /> where the existing vegetation would be retained. The three office buildings were positioned in the center of the <br /> property just east of the wetland which runs along the west side. The development would not encroach into the <br /> wetland area. <br /> The residents in attendance raised the following issues, questions and concerns: <br /> • Is there enough market for 16 screens? What is the economic viability of the project? <br /> • Amount of traffic which would be added to County Road H2; having driveways from the development <br /> • onto County Road H2 was considered a problem <br /> • Condition of County Road H2—its width and poor pavement conditions. Who would be responsible for <br /> improvements and any assessments? <br /> • Impact on water table and drainage; possible flooding of neighboring properties <br /> • Possibility of decreased property values <br /> • Possibility of increased crime <br /> • Possibility of commotion and noise from traffic coming and going to theaters <br /> • Theater was located too close to County Road H2; should be located closer to Highway 10 <br /> • What does the Comprehensive Plan show for this area? <br /> To proceed with this project,the developers will need to obtain approval from City Council for a change in the <br /> zoning district on this property. The current zoning is B-1, neighborhood business, and R-2, single family and <br /> duplex residential, which do not allow for theaters. The City Council would make the decision whether to change <br /> the zoning after receiving a recommendation from the Planning Commission and holding a public hearing. <br /> Consideration must be given to: <br /> • relationship to the Comprehensive Plan <br /> • geographical area involved <br /> • whether the use will tend to or actually depreciate the area in which it is proposed <br /> • character of the surrounding area <br /> • demonstrated need for the use <br /> Changes in zoning require a 4/5 affirmative vote by the City Council. <br /> The developers have made revisions to the plan in an effort to address the concerns expressed at the first <br /> ! neighborhood meeting. The next neighborhood meeting is scheduled for Wednesday, January 15, 1997 at 7:00 <br /> PM at the Mounds View City Hall, 2401 Highway 10.
