Ordinance 599 <br /> • Page 4 <br /> Landscaping, Screening and Surfacing: <br /> (1) The entire site,other than that taken up by structures or landscaping shall be surfaced with a <br /> material to control dust,drainage and erosion. <br /> The applicant is proposing to pave all parking areas, access drives and the internal <br /> roadway. <br /> (2) A drainage system conforming to the comprehensive storm drainage plan and subject to the <br /> approval of the Director of Public Works/City Engineer shall be installed. <br /> A preliminary review of the drainage system proposed for this development <br /> indicates that NURP ponds will be required to accommodate approximately one <br /> acre foot of water, and will occupy approximately .4 acre of land. The City <br /> Engineer has suggested possible locations for these ponds based on the topography <br /> of the site and design of the development. The applicant will be required to <br /> provide a drainage plan with the development stage plan. Approval for the <br /> location and sizing of the NURP ponds and for the system of directing drainage <br /> flows shall be obtained from the City Engineer and from the Minnesota <br /> Department of Transportation prior to approval of the development stage plan. A <br /> . requirement has been included in the PUD stipulations that adjustments shall be <br /> made in the density and layout of the development if needed to accommodate the <br /> necessary drainage improvements. <br /> (3) Development abutting an R-1,R-2,or R-3 District shall be screened and landscaped in <br /> compliance with subdivisions 1103.08(1)through(5)of this Title. <br /> This requirement is not applicable since the subject properties do not abut any R-1, <br /> R-2 or R-3 Districts. The proposal would meet the requirements of Section <br /> 1103.08 <br /> NOW, THEREFORE, BE IT ORDAINED that the Official Zoning Map for the City of <br /> Mounds View is hereby amended to change the zoning designation on the property described <br /> above from B-2 to PUD (Mixed Use), subject to the requirements for approval of a general <br /> concept plan, development stage plan and final plan as stated in Section 1120 of the Mounds <br /> View Municipal Code, and execution of the PUD stipulations by the property owner(s) and <br /> recordation of the PUD stipulations with the Ramsey County Recorder. <br /> Read by the City Council of the City of Mounds View this 28th day of April, 1997. <br /> Read and passed by the City Council of the City of Mounds View this 27th day of May, <br /> 1997. <br />
