• Ordinance No.598 <br /> Page 4 <br /> little change in the current recharge potential of the area. <br /> An engineered drainage design will be submitted at the development plan stage. <br /> Residents south of the O'Neil property have expressed concerns that this development will <br /> increase existing problems with flooding in their backyards. The City Engineer reviewed this <br /> situation and responded that the localized flooding south of County Road H2 is not affected by , <br /> the O'Neil property, even with development. Also, according to Al Sunderman, a groundwater <br /> specialist in the City Engineer's Office,there should not be any impacts to the existing <br /> groundwater table in the area. It is the City Engineer's view that flooding in the neighborhood is <br /> being caused by upstream drainage from the north side of Highway 10 overloading the existing <br /> storm drain system in the neighborhood. <br /> (3) Development abutting an R-1,R-2,or R-3 District shall be screened and landscaped in <br /> compliance with subdivisions 1103.08(1)through(5)of this Title. <br /> This requirement is not applicable since the subject properties do not abut any R-1, <br /> R-2 or R-3 Districts. The proposal would meet the requirements of Section 1103.08. <br /> WHEREAS, the Mounds View City Council has adopted Resolution No. 5119, approving <br /> a general concept plan to allow development of commercial uses on the O'Neil property and <br /> including PUD stipulations which shall be met. <br /> NOW, THEREFORE, BE IT ORDAINED that the Official Zoning Map for the City of <br /> Mounds View is hereby amended to change the zoning designation on the property described <br /> above from B-i and R-2 to PUD (Commercial Uses), subject to the requirements for approval of <br /> a general concept plan, development stage plan and final plan as stated in Section 1120 of the <br /> Mounds View Municipal Code, and execution of the PUD stipulations by the property owner(s) <br /> and recordation of the PUD stipulations with the Ramsey County Recorder . <br /> Read by the City Council of the City of Mounds View this 12th day of May, 1997. <br /> Read and passed by the City Council of the City of Mounds View this 27th day of May, <br /> 1997. <br /> Duane McCarty, Mayor <br /> ATTEST: <br />
