TO: CITY OF MOUNDS VIEW <br /> • <br /> MAYOR <br /> COUNCIL MEMBERS <br /> CITY ADMINISTRATOR <br /> FROM: RESIDENTS AFFECTED BY REZONING/DEVELOPMENT OF <br /> O'NEIL PROPERTY <br /> We the undersigned residents are expressing our concern over the proposed <br /> rezoning/development of the O'Neil property. We feel the following items need to be <br /> properly addressed and or rectified prior to any rezoning and subsequent <br /> development: <br /> • The proposed six (6) foot high buffer on County Road H2 will not insulate us from noise <br /> and pollution due to increased traffic. We feel a controlled semaphore intersection at <br /> the developments entrance will be necessary to keep this unwanted noise, traffic and <br /> pollution from our neighborhood. <br /> • The City needs to solve the on going noise problems the residents of Edgewood Dr. are <br /> experiencing from Robert's off Ten. The decibel levels of music are much too high, the <br /> management fails to adequately be responsible for its patrons loud behavior, littering our <br /> yards, and loitering in the parking lot long after closing time. The residents need proper <br /> enforcement and adequate buffers to shield us from this long standing noise problem. • <br /> • The City needs to address and solve the increased commercial traffic on County Road <br /> H2 and Edgewood Dr. The semi-trailer traffic on County Road H2 is only increasing the <br /> degradation of this road already in bad repair. The commercial traffic on Edgewood <br /> Drive needs to be eliminated as this is a 100% residential street. <br /> • We request the developer to offer residents abutting the development on County Road <br /> H2 and Edgewood Dr., privacy fencing to adequately shield us from the increased noise <br /> and traffic if City approves this development. <br /> • The proposals do not address the need for the developer to provide security. especially <br /> with such a large complex. Not having proper security employees would mean the <br /> residents on the city will foot the bill for increased police calls not to mention delays in <br /> response time for other police calls. <br /> We feel the city first needs to rectify these problems before taking on the added <br /> responsibility of this large complex and further burdening the residence's peace, protection, <br /> and quality of life. <br /> • <br />
