lID <br /> • ADMINISTRA'T'IVE POLICY-- DISPOSITION OF SURPLUS PROPERTY <br /> Policy Intent: To provide for a uniform, expedient and equitable method of disposing of City fixed <br /> asset property determined to be surplus. This policy does not apply to City owned real estate. <br /> Determining Surplus Property: Department Heads will determine a fixed asset to be an item which <br /> no longer meets a useful or apparent need for the City. Such items will be identified by their fixed <br /> asset number and a list of items to be surplused will be submitted to the Director of Finance for <br /> removal from the fixed asset record of the City. The list of surplused items will then be submitted <br /> to the City Council for its approval to dispose. <br /> Disposition of Surplus Property: Upon approval by the City Council of items to be surplused, the <br /> Department Head will notify an auction house to be determined by the Clerk Administrator and <br /> bring the items to the auction house for disposition through normal house bidding procedures. <br /> Monies recieved from the items sold will be receipted back to the fund that originally purchased <br /> the item. <br /> City Personnel and Bidding: City employees may bid on items auctioned. Items may not be <br /> removed from the bidding process for purchase by city personnel. <br /> • Exceptions: Surplus items may be removed from this process where the item to be disposed is <br /> part of trade in on a newer piece of equipment, or where a similar method of disposition is used, <br /> such as a state car sale auction. <br /> Non-Fixed Asset Items: Surplus items that are not considered fixed assets may be disposed of <br /> through the auction process or by such method determined appropriate by the Department Head <br /> to be in the best interests of the City.
