The proposal includes the purchase of city-owned land <br /> • adjacent to the apartment complex to add 26 additional affordable townhome units. As <br /> part of the financial package for this project MSP Real Estate requested the use of HOME <br /> funds. When we met with your office to discuss the project,we learned that Ramsey <br /> County would only consider the use of HOME funds for the rehabilitation portion of the <br /> project because the City of Mounds View's negotiated goals with the Metropolitan Council <br /> under the Livable Communities Act which implied that we would not add any additional • <br /> affordable units within the City. <br /> In order to participate in the Metropolitan Livable Communities Act(LCA), the City of <br /> Mounds View was required to negotiate goals and develop an action plan with the <br /> Metropolitan Council which would detail how we planned to provide our fair share of <br /> affordable housing. The City stated that our primary goal was to improve the quality of <br /> the existing housing stock. However, the City did not recall specifically stating in our <br /> goals or action plan that we would not add additional affordable units (Attachment A). <br /> To clear up our confusion, we spoke with Guy Peterson from the Metropolitan Council. He <br /> stated that the negotiated goals provided to Ramsey County (Attachment B) were put <br /> together by the Met Council to evaluate each city's situation. The zero's under additional <br /> rental and ownership units are merely a mathematical calculation based on the number of <br /> affordable units already provided by cities in Ramsey County and the forecast of the <br /> • number of units that might be needed to fill the LCA goals.
