AIRPORT COMM. 612 726 5296 P.04/12 <br /> • <br /> MEMORANDUM ITEM 7 <br /> TO: Planning and Environment Committee <br /> FROM: Mark Ryan, Airport Planner (726-8129) <br /> SUBJECT: LONG TERM COMPREHENSIVE PLAN UPDATE <br /> ANOKA COUNTY - BLAINE AIRPORT <br /> DATE: May 22, 1997 <br /> In early 1994, the Metropolitan Airports Commission (MAC) initiated an update of the Long <br /> Term Comprehensive Plan (LTCP) study for the Anoka County • Blaine Airport. MAC's <br /> Reliever Airport planning consultant,the Airport Technology and Planning Group, Inc. (AirTech) <br /> conducted this study in accordance with guidelines defined by the Federal Aviation <br /> Administration (FAA) and the Metropolitan Council. An Advisory Committee, comprised of <br /> representatives from neighboring cities, airport businesses, the Metropolitan Council, and <br /> Minnesota Department of Transportation, assisted MAC staff in the development of this plan. <br /> A Summary of the Anoka County • Blaine Airport LTCP is attached (Attachment 1) for your <br /> review. A presentation regarding the plan will be given at the Committee meeting. <br /> By way of background, this planning study is an update of the 1983 Airport Master Plan <br /> (comprehensive plan), which proposed parallel runways in both the north/south and east/west <br /> directions as well as expanded aircraft hangar storage.areas and an air traffic control tower. <br /> In 1986, the environmental analysis related to implementing this development plan modified <br /> the original development concept. This modification included shifting the existing north/south <br /> runway approximately 2,600'further to the north in order to reduce aircraft overflight of the City <br /> of Mounds View, located immediately south of the airport.•The master plan was further revised <br /> to show the precision approach on Runway 25 (from east) instead of Runway 17 (from north). <br /> The current (1997) Plan Update findings conclude that general aviation activity at the Anoka <br /> County- Blaine Airport is expected to remain strong with continued emphasis on personal and <br /> small business aviation activity. Increasing demand for aircraft hangar storage area may <br /> necessitate development of the north building area within the next several years. From an <br /> environmental perspective, future improvements at the airport will result in minimum impacts. <br /> Projected aircraft noise contours remain almost entirely on the existing airport site. The Plan <br /> also looked at the effects of proposed improvements on water quality on the Airport. <br /> The most substantive recommendation involves extending the existing east/west runway 1,000 <br /> feet to the east in order to allow a balanced use of the runway system. Having near equal <br /> length runways will permit air traffic control personnel to more equally distribute aircraft <br /> operations. <br /> The next step on this Plan Update process is to solicit public input through a Hearing to be <br /> held in the vicinity of the Airport.At conclusion of the Hearing and subsequent review process, • <br /> the Plan will be returned to the Commission for final action. Following Commission action, the <br /> Plan will then be submitted to the Metropolitan Council for a finding of consistency with the <br /> Metropolitan Development Guide. <br />
