• Projects located on a infill site or a redevelopment area(previously developed with some <br /> • type of urban land use) in the Urban Area. <br /> • Projects located in Rural Centers. <br /> The Metropolitan Council may make awards in all of the above categories, or to one or more <br /> projects in some of the categories. Projects in developing locations are especially encouraged <br /> because no project in a developing location has yet been awarded a grant from the Livable <br /> Communities Demonstration Account in the first two (1996) funding cycles. <br /> It is the prerogative of the Livable Communities Advisory Committee and the Metropolitan <br /> Council to determine the number and amount of awards. The Advisory Committee and Council <br /> may award less than the total available amount of$4.1 million. <br /> ELIGIBLE USES OF LOAN AND GRANT FUNDS <br /> Two objectives of the Demonstration Program are: <br /> 1. To fund project components that directly contribute to completion of a built or finished <br /> project. <br /> 2. To fund project components or linkages that reflect the goals and principles of the <br /> program and set the project apart from typical development in the region. <br /> • Funds may be used for project and site planning costs, design and construction costs. Grant funds <br /> are intended to be used for"hard costs"rather than"soft costs"such as: administrative overhead; <br /> activities prior to the start of the grant project; travel expenses; legal fees;permits, licenses or <br /> authorization fees; costs associated with preparing other grant proposals; operating expenses; <br /> comprehensive planning costs; and prorated lease and salary costs. <br /> Project planning costs may be eligible if they are necessary to the implementation of a project. In <br /> considering whether planning or other costs will be funded, the Livable Communities Advisory <br /> Committee will evaluate projects on a case-by-case basis,taking into account the viability of the <br /> project, and its confidence that the project will be completed. <br /> PROJECT SELECTION CRITERIA <br /> The Metropolitan Council will use the following criteria to determine whether an applicant will <br /> be selected to receive an award under the program: <br /> Qualifying Criteria <br /> 1. The proposal must meet one or more purposes of the Demonstration Account(see <br /> page 1). <br /> 2. The proposal must be consistent with the policies of the Metropolitan Council's <br /> Regional Blueprint and Regional Growth Strategy. <br /> • <br /> 3. The project must demonstrate an endorsement from the applicant city; or from the city in <br /> which the project is located, if the applicant is a county. <br /> 5 <br />
