• Memo
To: Honorable Mayor and City Council
From: Chuck Whiting, City Administrator
Re: May 27, 1997 City Council Meeting
Date: May 23, 1997
First things to start off with is to remind Council that the meeting is Tuesday evening at 7 p.m.
because of Memorial Day. Also, the Council and department heads are scheduled for a team building
session Wednesday evening starting at 6 p.m. at the Roseville City Hall at County Road C and
Lexington. We will have food for that meeting.
As for this Monday, here's some comments about some of the agenda items:
Special Order of Business: Officer Jerry Johnson will be present with Pat Michna and Ed Letendre
for recognition of their volunteer efforts for the community. Officer Johnson has noted his
appreciation for their work and the two resolutions are appropriate for recognizing their efforts by
the City. Pat currently works for the City as everyone knows, but also contributes with her time as
described in the resolution. Mr. Letendre is no stranger to the City Council and in addition to
bringing others forward for recognition that may otherwise be unknown, Ed himself has become an
• integral part of the lives of several youth in the community and has been active in use and
maintenance of the Bel Rae. Both are deserving of this recognition and thanks to Officer Johnson
for the attention.
Another resolution recognizes the great work that the University of Minnesota Design Center
facilitated with staff and community members over the past several weeks. The Council will recall
meeting with the Design Center team last Monday on the ring road concept for the community.
Having been a late coming participant in the process, I was very impressed with the thoughtful
approach taken by the Center and the recognition that the community's values hold the key to any
meaningful success of a plan. Their assistance in bringing to light something we may otherwise not
have seen should be appreciated, and hopefully their continuing involvement can be forthcoming.
The proclamation for Western Bank is also deserving as they will be proclaimed business of the year
by the Chamber of Commerce. That is supposed to be a secret for now though everyone seems to
know it.
Consent Agenda: While most of the consent items are for the setting of public hearings, I had asked
Bruce to put together a short summary of the costs associated with the MAC effort. Often the nature
of such efforts makes it difficult to foresee the costs, and this report is an attempt to show that.
Council Business: Item D -Authorization of Disposition of Surplus Property: I am asking for
a Council motion to authorize staff to dispose of the surplus property outlined in the memo from
! Mary Saarion on items from the Bel Rae. The Council will recall briefly discussing establishing an
administrative policy for conducting the disposition of surplus property and that is attached. Being
