Page 6 Apri7 - 'Y April 28, 1997 L. • Mounds View City Council Mayor McCarty reminded residents that the Planned Unit Development is a cooperative effort and that the city cannot demand anything,it is merely a negotiation process. He suggested that Options#1 and#2 be combined, striking the first sentence in Option#2,and including the remainder of Option#2,thereby approving the first reading of the ordinance and scheduling the second reading when every one is ready. He stated he would like to formalize the"laundry list"and incorporate it Ander a second motion indicating that all of this is to be supplied by the applicant by May 16, 1997. Council member Stigney felt by approving the R'solution,the council would be approving the general concept of the plan. He has some concerns in doing this. Mr.Long noted that if the council is not satisfied with the developer's response to the issues by the second reading,the council would have the discretion to not approve the ordinance. This would not lock the council in to approving the project. It would only give indication that the council wants them to proceed to the second stage. Council member Stigney stated he would favor Option#3. Council member Trude wondered if this was too intense of a development for the site to provide for storm water run off and adequate parking. Ms. Sheldon noted that after the additional information is obtained,the layout may need to be adjusted downward. The Council could note that they would like to see a revised site layout that reflects this information and adjustment to the density if needed as insurance. 11111 Council member Trude asked if the State Highway Department would give three access points. Ms.Sheldon stated she talked with Bill Keen who saw the proposed plan as an improvement to the existing situation. Ms. Trude stated she would like to keep a very close eye on the traffic flow for the development because she feels this is a very important issue. MOTION/SECOND: McCarty/Koopmeiners to Approve the Introduction of Ordinance No.599,an Ordinance Approving a Rezoning from B-2 to Planned Unit Development(PUD)for commercial uses for property located southeast of the Highway 10/Silver Lake Road intersection. ROLL CALL VOTE: Mayor McCarty aye Council member Trude aye Council member Koopmeiners aye Council member Stigney nay Council member Quick nay Motion Carried(3-2) MOTION/SECOND: McCarty/Trude that the requirements of Options#1 and#2 be combined for further study and that these be accomplished before the second reading,that a traffic study be conducted and that review of the applicant's submittal be completed by a design consultant. Council member Stigney stated he feels perhaps the city is overlooking the U of M Study on the Highway 10 Corridor. He feels that the city should wait to see what they recommend before proceeding with the project. • He has concerns about another car wash/gas station/fast food right across the street from another.
