Page 5 APPROVED <br /> • May 12, 1997 <br /> Mounds View City Council <br /> Wendell Smith,Real Estate Consultant and Representative for Anthony Properties,presented diagrams of the <br /> proposed development,showing the progression that had been made since their first proposal. The changes <br /> were largely based on input from the surrounding neighborhood after a number of neighborhood meetings. He <br /> provided information on the types of buffering that would be used,the style of the proposed office buildings, <br /> etc. He noted that the office buildings would be of a residential type with residential rooflines and windows to <br /> provide a nice transition from the residential area to the commercial. <br /> Mr. Smith noted that the office project has not been marketed yet,and that the marketing will dictate the timing <br /> of the completion. The proposed offices are of the type that many desire and he does not feel there will be any <br /> problems developing them within the next two years. Fifty percent of the buildings will need to be pre-leased <br /> before they are able to obtain financing. <br /> The developer has already begun preliminary marketing for the restaurant sites,however they do not have the <br /> re-zoning approved. Once approval has been granted for the re-zoning,they will work actively to lease the <br /> restaurant space. <br /> David Jahnke,8428 Eastwood Road,stated if the rezoning of the property does not get approved,another <br /> developer could come in and comply with the existing zoning and the city would not have much to say about <br /> what is developed on the site. He noted that the developers have been receptive to input from neighboring <br /> . residents and have made changes based on that input. He feels the council needs to seriously consider the <br /> proposal,or be faced with alternatives that may not be favorable. <br /> Tom Emstor,2504 County Road H2,explained that the developer has worked with the people who will be <br /> most affected and offered them the option for a buy-out. He,as a resident,would like to see controls put in at <br /> the Highway 10 intersection and offered to provide support on behalf of the city to MNDOT for this proposal. <br /> Resident,2683 Lake Court Circle,stated he is opposed to the development,primarily because of the increase <br /> in traffic. He is also concerned about the article printed in last week's paper which indicated that the <br /> property is being developed. He feels many people did not attend the Public Hearing as they understood that <br /> the project had already been approved. <br /> Joe Beaten,representing Mrs.O'Neil,explained that under the existing zoning,a developer could construct a <br /> approximately 45 townhouse units or duplexes on the proposed office building site. This would create <br /> considerably more traffic than the proposed development. <br /> Russell Nordstrom,2536 W.County Road H-2,stated he has been working with the developers to get a <br /> favorable development across from his property. He feels the proposed office buildings will provide a nice <br /> transition from residential to business. He would also like to see a signal light at the Highway 10 intersection. <br /> He noted that the developers have been good about working with the residents to get their input and all of this <br /> has contributed toward changing his opinion of the project. He no longer is opposed. <br /> With no further input,Mayor McCarty closed the Public Hearing at 10:15 p.m. <br /> Consideration of Resolution No.5104,Adopting a Comprehensive Plan Amendment from Medium <br /> Density Residential to Mixed Use PUD for Commercial Uses on the O'Neil Property,2430 Highway 10. <br /> • (Note change to language in Resolution No.5104,as noted previously.) <br />
