amending the original agreement. Also, there has been some discussion about the size of the locker
rooms and this is addressed somewhat in the attached packet. Last week the group cities met to
review the matters and generally came away recognizing these are not substantive changes of high
concern. Please review and I will clarify the necessary Council actions for Monday night. •
Item D - Resolution of Support Regarding the Proposed County Jail in Shoreview: Mayor
McCarty attended the meeting in Shoreview last Monday on Commissioner Bennett's interest in
including a Shoreview site for consideration of a county jailing facility. The Shoreview City Council
expressed their opposition to the proposal and began action to approve a resolution stating their
opposition to that proposal. I have contacted the City of Shoreview for a copy of their resolution and
am waiting for it. Mayor McCarty has asked to have this item on the agenda and will be asking for
the Council to approve a resolution of support for Shoreview, and in general for a suburban
viewpoint of this proposition. I will draft a resolution based on the Shoreview resolution for the
Council's consideration on Monday evening.
In other City business,I should note to the Council that as part of the demolition bidding for the Bel
Rae, I forgot to mention last Monday evening where the flooring come out. It appears that
attempting to save the flooring for further use or for sale will be cost prohibitive. The tongue and
groove fittings of the floor likely will not survive the dismantling of the floor in additional to the
added cost and time needed for removal. After discussing this with the construction manager, I
thought the best option would be to remove the flooring and keep the best pieces for the City to.
decide upon later as to what to do with it. Please let me know if you have questions or other options
for consideration.
Also on the Bel Rae, work has begun over there on the demolition after the bids came in and were •
approved. The Council may recall discussing in addition to a construction manager and an architect,
whether we needed a project manager to coordinate and keep track of everything. While I have been
concerned about the added cost of such a position,I am becoming more aware of the time and energy
needed to stay on top of the details in this thing. I asked WAI to submit to me a proposal for doing
that service and what the service would entail. After receiving that, I discussed the matter with Cathy
Bennett, feeling that she may be good at much of this provided she had the support of the architect.
At this point, we are considering hybrid approach where the architect agrees to being the project
manager, but Cathy does most of the on site work, thus saving costs with the architect and
developing a skill here in City Hall. No action is necessary yet,but if this turns out to be the preferred
option, I will bring something to the Council later for your consideration.
I have been attempting to arrange a meeting with Senator Novak, Geri Evans and some us on the
MAC situation. Ideally, meeting in St. Cloud during the LMC conference would be best. Novak is
going to be the LMC legislator of the year for his work on the right of way legislation, and Evans will
come up if a meeting can be put together, and stay for the banquet on Thursday. Novak is out of the
state so I won't know what is possible until next week.
There's more, but that's it for now. Have a good weekend and see you Monday evening.
