Page4 UNAPPROVED <br /> June 9, 1997 S <br /> Mounds View City Council <br /> 1 scheduled for Monday,June 23 at 5:30 p.m.to brief the committee and residents on details of the contract. • <br /> 2 Mr.Long was asked to prepare a synopsis of the contract for the citizen committee. <br /> 3 <br /> 4 MOTION/SECOND: Stigney/Koopmeiners to postpone consideration of Resolution No.5133,Approving a <br /> 5 Redevelopment Contract between the City of Mounds View and V.B.Digs,authorizing the Mayor and City <br /> 6 Clerk Administrator to execute the contract on behalf of the city. <br /> 7 <br /> 8 VOTE: 5 ayes 0 nays Motion Carried <br /> 9 <br /> 10 C. Super Rink Master Agreement-First Amendment. <br /> 11 <br /> 12 Mr.Whiting explained that this is the first amendment to the original master agreement for the quad ice rink <br /> 13 project in Blaine. This will change the architectural design and cost. <br /> 14 <br /> 15 Mayor McCarty stated that one of the amendments is to increase the concession revenues in order to meet the <br /> 16 needs of the increased locker area that was recommended by the architect. He wondered on what basis they <br /> 17 anticipate the increased revenues. Mr.Whiting stated he believes the architect increased the actual concession <br /> 18 area and is providing for more concessions. <br /> 19 <br /> 20 Mayor McCarty stated he always understood that Anoka County would be selling the bonds,however on the <br /> 21 First Amendment to the Master Agreement,it states that neither Anoka County nor the Anoka County Housing • <br /> 22 and Redevelopment Authority shall have any obligation to provide bond financing,including issuing bonds or <br /> 23 providing for the disbursement of proceeds of the bonds, .. .. <br /> 24 <br /> 25 Attorney Long stated this provision basically gives Anoka County or the Anoka County Housing& <br /> 26 Redevelopment Authority the option of making the decision without incurring liability. <br /> 27 <br /> 28 MOTION/SECOND: Quick/Koopmeiners to approve the First Amendment to the Master Agreement. <br /> 29 <br /> 30 VOTE: 5 ayes 0 nays Motion Carried <br /> 31 <br /> 32 D. Resolution No.5134,on City of Mounds View's Position Regarding a County Jail in Shoreview. <br /> 33 <br /> 34 Mayor McCarty stated he attended the meeting at Shoreview last week where Ramsey County Commissioner <br /> 35 Tony Bennett was present and discussed the county's interest in including Shoreview as a considered site for a <br /> 36 county jail facility. At that meeting,the Shoreview City Council adopted a resolution in opposition,and Mayor <br /> 37 McCarty stated he would bring back a suggestion to the Mounds View City Council that they support <br /> 38 Shoreview's position on this matter. The basis for the opposition is that it would be far more cost effective to <br /> 39 construct a new jail facility in downtown St.Paul as close as possible to the courthouse. <br /> 40 <br /> 41 MOTION/SECOND: McCarty/Quick to direct staff to draft a resolution of support to the City of Shoreview in <br /> 42 opposing the I-694/Rice Street area as a potential site for a jail addition. <br /> 43 <br /> 44 VOTE: 5 ayes 0 nays Motion Carried <br /> 45 <br /> 46 REPORTS: <br /> • <br /> 47 <br /> 48 Report of Council members: <br />
