program proposals designed to achieve effective results consistent with community goals. <br /> IP (D) Thorough knowledge of how to formulate, implement and apply comprehensive plans <br /> and special studies related to community development issues. <br /> (E) Thorough knowledge of how to develop, interpret and apply development regulations, <br /> and to conduct code enforcement activities. <br /> (F) Familiarity with the Community Development Block Grant program and other federal, <br /> and state housing programs. <br /> (G) Familiarity with engineering and building construction principles and concepts. <br /> (H) Familiarity with geographic information systems, and how to utilize them in the <br /> operation of a community development department. <br /> (I) Ability to analyze situations and information, formulate alternatives, and use sound <br /> judgement in drawing conclusions and making decisions. Ability to develop a course of <br /> action and maintain momentum to reach successful conclusions in a variety of program <br /> areas. <br /> (J) Ability to communicate orally and in writing with design professionals, contractors, <br /> developers, business people,property owners, citizens, elected and appointed officials, <br /> and the general public; ability to produce effective presentations and reports including <br /> research, synthesis of information,preparing text, graphs, charts and graphics. Ability to <br /> write clearly, concisely and legibly. <br /> (K) Ability to maintain effective working relationships with the Clerk-Administrator, other <br /> department heads and staff members, Council and Commission members, citizens, <br /> property owners, developers and others. <br /> • (L) Ability to follow verbal and written instructions. <br /> (M) Ability to handle stressful situations and effectively deal with difficult or angry people. <br /> SPECIAL REQUIREMENTS <br /> Valid Minnesota State Driver's License or ability to obtain one. <br /> TOOLS AND EQUIPMENT USED <br /> Skill in the operation of a personal computer, including the use of work processing and <br /> spreadsheet software; a motor vehicle; calculator; phone; and copy and fax machine. <br /> PHYSICAL DEMANDS <br /> The physical demands described here are representative of those that must be met by an <br /> employee to successfully perform the essential functions of this job.
