•
Item No. I l 8
Staff Report No. C/--
Meeting Date: June 23, 1997
• Type of Business: Council Business
WK: Work Session;PH:Public Hearing;
CA:Consent Agenda;CB:Council Business
City of Mounds View Staff Report
To: Mayor and City Council
From: Pamela Sheldon, Community Development Director
Item Title/Subject: Consideration of Resolution No. 5140 Re-approving the Joint Powers
Agreement for the Ramsey County Geographic Information Systems
Users Group
Date of Report: June 19, 1997
Summary:
On February 10, 1997, City Council adopted Resolution No. 5085 approving a joint powers agreement
forming the Ramsey County GIS Users Group. The City Council included a statement in this resolution
that:
"the City Council hereby requests that the Joint Powers Agreement be further reviewed
and that recommendations for any necessary amendments clarifying terms and
provisions as recommended by the City Attorney be prepared for action by the City
• Council by resolution within six months of the date of this Resolution."
This statement was put in the resolution because City Attorney Bob Long had a number of suggestions
for rewording provisions in the Joint Powers Agreement. They were not considered significant enough
to hold up approval of the agreement, but they needed to be addressed within a reasonable period of
time.
Revisions to the Joint Powers Agreement have been prepared, reviewed and accepted by the GIS Users
Group Board of Directors, and forwarded to all of the member cities for re-approval. Bob Long, Jim
Hess, and myself worked with David Windle, who is the secretary for the GIS Users Group, to prepare
the revisions and they address all of our City Attorney's concerns.
Staff has prepared a resolution which would re-approve the Joint Powers Agreement as revised.
Attached you will find a copy of the amended JPA with underlining and strikeouts to show the changes,
as well as a clean copy. Also attached is a copy of Resolution No. 5085 which approved the original
Joint Power Agreement.
Recommendation:
Adopt Resolution No. 5140 Re-approving the Joint Powers Agreement for Ramsey County
Geographic Information Systems Users Group.
• Pamela Sheldon, Community Development Director
C:\OFFICE\WPWIN\WPDOCS\SPECPROJ\GISNIM\USERJPA.CC2
