Item No. �3 <br /> Staff Report No. 97-Z/53 SCJS <br /> Meeting Date: July 7, 1997 <br /> Type of Business: Work Session <br /> WK: Work-Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Mayor and City Council <br /> From: Pamela Sheldon, Community Development Director <br /> Item Title/Subject: Authorization of funding for SEH to accomplish tasks necessary for the <br /> implementation of the Ring Road. <br /> Date of Report: July 3, 1997 <br /> Summary: <br /> Staff is seeking authorization from the City Council for$11,000 for the completion of several tasks <br /> needed for implementation of the Ring Road through the O'Neil Property. Staff is recommending that <br /> these funds be taken from tax increment funds which have been allocated to Highway 10 <br /> redevelopment. <br /> Background: <br /> Mounds View was one of four cities to participate in a design course sponsored by the University of <br /> Minnesota this spring. The focus in Mounds View was on design solutions for the Highway 10 <br /> corridor. The course resulted in the development of a"Ring Road" concept which would provide a <br /> local level road system on either side of Highway 10 between Edgewood Drive and County Road I. <br /> One of the keylinks in the RingRoad is throughthe O'Neil roe which is located between Long <br /> property rtY <br /> Lake Road, County Road H2, and Highway 10. The link would connect a new signalized intersection <br /> at Edgewood Drive and Highway 10 located and a new four way intersection at Mounds View Drive <br /> and Long Lake Road. The O'Neil property is proposed for development as a 16-screen movie theater, <br /> office buildings and restaurants. On May 27,the City Council adopted Ordinance 598 which rezoned <br /> the O'Neil Property from B-1 and R-2 to Planned Unit Development, and also adopted Resolution <br /> 5119 approving the general concept plan. The stipulations attached to the general concept plan <br /> included the following statement: <br /> "The property owner/developer shall work with the City to deterine the feasibility of <br /> constructing a roadway connection from Long Lake Road to the proposed signalized <br /> intersection at Edgewood, as part of development stage plan review. This roadway <br /> connection is intended to implement the ring road concept illustrated inthe City's <br /> Comprehensive Plan. The City shall take the lead in negotiating with the Department of <br /> Natural Resoucres, MnDOT and Ramsey County." <br /> Since approval of the rezoning for the O'Neil property, staff has met with MnDOT to discuss the ring <br /> road concept and the possibility of realigning Edgewood and creating a full movement, signalized <br /> intersection on Highway 10 midway between Long Lake Road and County Road H2. They were <br /> willing to review a proposal, but would need to see a road alignment, intersection design and signal <br /> sequencing study. They appreciate the comprehensive approach to traffic management which the Ring <br /> Road represents, and the efforts the City has made to reduce the number of driveways onto Highway <br /> • 10. <br />
