ARCHITECTURE • ENGINEERING • ENVIRONMENTAL • TRANSPORTATION <br /> June 19, 1997 RE: Edgewood Avenue <br /> Highway 10 Intersection <br /> Mounds View, Minnesota <br /> SEH File No. P-MOUND9708.00 <br /> Ms. Pamela Sheldon <br /> Community Development Director <br /> City of Mounds View <br /> 2401 Highway 10 <br /> Mounds View, Minnesota 55111-1499 <br /> Dear Pam: <br /> As a continuation of our work with the proposed relocation of the Highway 10 and Edgewood Avenue Intersection, <br /> we propose the following work program. <br /> Work Program <br /> 0 Traffic volumes generated by the proposed theater will be forecasted and distributed to the new Highway 10 <br /> intersection and along the frontage road. This is necessary to provide volume information for both the design and <br /> analysis of the intersection and the frontage road. <br /> Traffic volume information will be obtained from Mn/DOT and the City.Volumes on Edgewood, on Highway 10 <br /> and at the intersection will be obtained. These will be utilized in conjunction with the theater forecast to develop <br /> "New Edgewood Avenue"traffic volumes. <br /> Using volume information obtained above,we will develop new turning movement counts for the intersection.These <br /> turning movement counts are necessary to provide a traffic signal analysis. <br /> Mn/DOT will be contacted and traffic signal coordination data for Highway 10 will be obtained. With this <br /> information,we can insert an additional traffic signal at Edgewood into the coordination scheme. It will be necessary <br /> to review this for AM peak hour,PM peak hour, and the off-peak periods. It may also be necessary to review it for <br /> any special timing coordination that Mn/DOT uses. The impact of the new traffic signal will be evaluated. <br /> Simultaneously, we will be refining the Edgewood Avenue alignment through the City Hall parking lot. The City <br /> should furnish us with parking lot plans so that we can be fairly accurate in our assessment of the revisions that will <br /> be necessary.At the same time,we will coordinate access from the realigned Edgewood Avenue to the newly formed <br /> triangular piece of property to the east, and determine what access problems need to be resolved as part of the <br /> realignment. <br /> ill <br /> SHORT ELLIOTT <br /> HENDRICKSON INC.
