Create set of base maps on Geographic Information System <br /> 2. Revise the planning district boundaries to better reflect the linear nature of Highway 10. <br /> 3. Update population, employment and land use data for each of the planning districts. <br /> 4. Conduct a series of community forums on where Mounds View is today, and where is City <br /> going in the future using Commissions as forum leaders <br /> 5. Develop a survey to be distributed with Mounds View Matters <br /> 6. Prepare plan proposals for the following areas: <br /> • Neighborhood protection and enhancement • <br /> • Housing improvement and preservation with particular attention to: <br /> a. developing life-cycle housing opportunities <br /> b. preventing obsolescence of the housing stock <br /> c. creating links between renters and home ownership options <br /> d. developing programs to address duplexes, fourplexes and <br /> manufactured housing parks <br /> • Economic development and redevelopment <br /> • Creation of a Mounds View City Center <br /> • Special initiatives in the Highway 10 corridor focusing on traffic flow, land use, <br /> buffering, architectural and signage controls, design features and beautification <br /> • Improved transportation connections between home, work, school, shopping and <br /> recreation, including roadways, transit, and trailways <br /> • Protection, utilization and enhancement of natural environmental assets <br /> 7. Update City's Local Water Management Plan (which has expiration date of 1996) <br /> 8. Update text, maps and graphics <br /> 9. Update development ordinances <br /> Attached you will find the grant guidelines, the application form and a more detailed work <br /> program and project budget. There are a few lines in the application we were unable to complete <br /> pending getting additional information. This information will be completed in time for submission <br /> of the application. • <br />
