City of Mounds View <br /> II/ <br /> 1997-1998 Comprehensive Plan Update <br /> Work Program <br /> Page 2 <br /> part of this Comprehensive Plan Update. In addition, the City adopted a Local Water <br /> Management Plan on February 10, 1992 which also needs to be updated. <br /> In 1993, the City Council undertook a community visioning process called Mounds View Focus <br /> 2000 which resulted in an implementation plan with goals and action steps in 1994. A five year <br /> goal plan was prepared in 1995. This visioning process provides a possible starting point for <br /> developing current community goals as part of the Comprehensive Plan Update. <br /> Several planning efforts have also focused on the Highway 10 Corridor as one of the dominant <br /> elements in the City's physical fabric and economic base. In response to Goal #7 in the Mounds <br /> View Focus 2000 Implementation Plan, a Highway 10 Redevelopment Report was prepared in <br /> 1995, and redevelopment priorities were established. This report was followed by the Highway <br /> 10-Area 9 Study in 1996 which examined land use patterns, availability of vacant land, <br /> redevelopment possibilities and market trends. Mounds View was one of four cities participating <br /> in the University of Minnesota Design Course conducted in Spring, 1997. The issue selected as a <br /> focal point for Mounds View was the Highway 10 Corridor, and from work done in this course, a <br /> plan for developing a defined activity district or city center along Highway 10 and bounded by a <br /> ring road emerged. The City Council has also authorized the development of a design theme and • <br /> development guidelines for Highway 10. This work needs to be reflected in the City's <br /> Comprehensive Plan. <br /> Mounds View is a participant in the North Metro I-35W Corridor Coalition along with Arden <br /> Hills, Blaine, Circle Pines, New Brighton, Roseville, and Shoreview. An ambitious work program <br /> has been undertaken with immediate attention focused on a cooperative approach to economic <br /> development and joint marketing, transportation system improvements, and development of a <br /> corridor-wide geographic information system.
