Comprehensive plans include policies, background, a land <br /> use plan (land use analysis, housing, water resources management,historic site preservation, solar access <br /> protection), a public facilities plan (transportation, aviation, wastewater, parks and open space, water <br /> supply) and an implementation program (official controls, capital improvement program). Refer to the <br /> Council's Local Planning Handbook (May, 1997) for detailed information on comprehensive plan <br /> content. Local comprehensive plans should reflect the Council's regional growth strategies as set forth in <br /> the Council's Regional Blueprint. <br /> Applicants should include a work plan itemizing specific planning activities and a budget identifying <br /> planning activities funded by the planning assistance grant. A work plan and budget (Attachment A) <br /> must accompany the funding application. Activities eligible for funding include costs and expenses <br /> directly related to the planning activities specified in the work program and may include staff pay, <br /> consultant and professional services, printing and publishing. Activities not eligible for funding include <br /> per diem payments to appointed or elected board or commission members,and equipment purchases.The <br /> local government should include a resolution (Attachment B)authorizing application to the Metropolitan <br /> Council for planning assistance grants. <br /> 0 FUNDING AWARDS AND TIMING <br /> Applications for funding(hard copy)must be received at the Council's offices by 4:30 n.m.,Friday.Yulv 18, <br /> 1997. Council stall'will review applications,assign points and make appropriate funding awards consistent <br /> with Council-adopted criteria. Funding awards will be forwarded to the governing body of the Council for <br /> information. Preliminary funding decisions will be made within 45 business days of the date of application <br /> receipt, at which time the Council will commit not less than 80 percent of the grant amount for qualifying <br /> applications. Final gent awards and amounts will be made following the submission and review of all grant <br /> .applications. Applicants will be notified in writing of their preliminary and final award status. <br /> The Council will execute a grant agreement with the local unit of government. The agreements address the <br /> funding disbursement schedule, the authorized use of funds, progress reporting requirements, accounting <br /> and records,audit procedures and grant amendments. <br /> MAXIMUM AMOUNT OF GRANT <br /> Grants may not exceed 75 percent of the total costs and expenses of the work plan, service or activity for <br /> which a Want is awarded. (Minnesota Statutes section 473.867, subdivision 4). The maximum grant <br /> amount allowed for each community is approximately S20,000. <br /> PARTICIPATION BY WOMEN/MINORITY/DISADVANTAGED BUSINESS <br /> ENTERPRISES <br /> • Grant recipients and their contractors are encouraged to take affirmative action to utilize women, minority, <br /> or disadvantaged businesses in their assisted planning activities. <br /> 3 <br />
