City of Mounds View Staff Report <br /> July 5, 1997 <br /> III Page 5 <br /> • Drop the requirement for development contracts at the time of building permits and <br /> licenses unless: <br /> - A previous approval by Planning Commission or City Council requires a <br /> development contract. <br /> - The project involves redevelopment or rework of the site to bring it into <br /> compliance with current codes, as determined by a previous approval or by the <br /> Community Development Director. <br /> • Require a development contract for rezoning, subdivision, conditional use permits, <br /> development reviews, and variances unless waived by the City Council or Planning <br /> Commission at the time of approval of the application or unless assigned to a later step in <br /> the development process. <br /> In addition, our procedures could be improved by staff discussing the requirement for a <br /> development contract and surety with the applicant at the beginning of the process. The <br /> development contract and surety amounts would be drawn up before the Planning Commission <br /> meeting so all parties know what is recommended.
