City of Mounds View Staff Report <br /> July 6, 1997 <br /> Page 2 • <br /> Suggested approach: Staff would recommend the creation of a temporary event license to <br /> handle events in an organization's own parking lot. The license review would address logistics <br /> like parking,noise, music, sanitary facilities, and site clean-up, and preventing significant, <br /> adverse impacts on the adjacent neighborhood. The license would be issued by the City <br /> Administrator's office. The Zoning Code would be amended to clarify that such events are <br /> allowed in all districts and are exempt from the conditional use permit requirement. If the <br /> event is to be held in a parking lot not owned by the organization, they would need to go <br /> through the conditional use permit process. <br /> • Does the City want to allow for businesses to hold charitable events in their parking lots? What <br /> constitutes a charitable event? Should these types of events have a simpler review process or <br /> should the City continue the requirement for a conditional use permit for all outdoor services <br /> and sales. <br /> Suggested Approach: Staff would recommend that these types of events, even if for charitable <br /> purposes, continue to fall under the requirement for a conditional use permit for outdoor <br /> services and sales because there is potential blending of business and charitable purposes, and a <br /> higher likelihood of noise, music and crowds. <br /> • Should rides, circuses and carnivals be required to obtain both a license and a conditional use <br /> permit? At present, the Zoning Code does not mention where such activities are permitted <br /> other than the allowance for outdoor services and sales in B-3 and B-4 districts. It would be • <br /> helpful if the Code were clarified, and the I-1 and PUD districts added. The license required <br /> could substitute for the conditional use permit; both are not needed. The significance of <br /> requiring a conditional use permit is that it requires public hearings and the process is longer. <br /> Staff is seeking direction whether this type of review process is desired. <br /> Suggested Approach: Determine whether a license procedure or conditional use permit <br /> procedure should be used for these types of events. Determine what zoning districts should <br /> allow rides, circuses and carnivals. Staff would recommend a conditional use permit process <br /> for parking lots or sites within 500 feet of residential districts, and a administrative approval for <br /> parking lots or sites more than 500 feet from residential districts. <br /> Recommendation: <br /> Direct staff to prepare a policy for adoption at the July 14, 1997 meeting based on the discussion at the <br /> worksession, which would provide direction to staff on an interim basis.
