PPRQVED <br /> Page 3 <br /> S June 23, 1997 <br /> Mounds View City Council <br /> 1 RESIDENTS REOUESTS AND COMMENTS FROM THE FLOOR: <br /> 2 <br /> 3 Mayor McCarty noted that this is the period of time for residents to address the Council with comments or <br /> 4 concerns on items that are not on the Agenda. <br /> 5 <br /> 6 Pam Stokes,5092 Longview Drive,was present to address the pet ordinance in the City of Mounds View. She <br /> 7 noted that the city currently does not have an ordinance for cats as pets. This has created problems and forced <br /> 8 residents to clean up after stray cats before allowing their children to play in the park/sandboxes. She feels the <br /> 9 same rules that apply to dog owners should also be applied to cat owners. <br /> 10 Additionally,she feels the ordinance relating to kennels needs clarification in regard to the specific number of <br /> 11 cats/dogs allowed. She asked that Section 701.03,Subd. 15 be changed and that wherever dogs are <br /> 12 referenced cats should be referenced as well. Furthermore,for cat owners,she would like the following items <br /> 13 added: <br /> 14 <br /> 15 (e) that all animals shall be kept indoors and not allowed to roam free unless properly secured or confined to <br /> 16 the kenneled property; <br /> 17 <br /> 18 (t)that as a condition of approval of the Conditional Use Permit,the applicant expressly agrees to allow <br /> 19 reasonable inspections of the property by proper licensing authorities to verify numbers of animals and other <br /> 20 licensing requirements. Failure to prevent such inspections shall constitute grounds to revoke the CUP by <br /> ip 21 order of the City Council. <br /> 22 <br /> 23 A discussion followed. Russ Nordstrom,2536 W.County Road H2 and C.R.Barragan,7765 Spring Lake <br /> 24 Road also expressed complaints with stray cats in their neighborhoods. Mr.Barragan stated he would like to <br /> 25 see this matter looked at in a timely fashion. Mr.Whiting noted that there is no short term solution to this <br /> 26 problem as it takes 60+days to pass an ordinance. <br /> 27 <br /> 28 Attorney Long agreed that there are inconsistencies in the ordinance which lead to confusion and recommended <br /> 29 that staff review this ordinance and make recommendations. <br /> 30 <br /> 31 Don Hereau,2260 Buckingham Lane,asked when fences will be put up around the holding ponds. He noted <br /> 32 that children have been swimming in the ponds and he has concerns about their safety. <br /> 33 Mr.Whiting stated he would contact Ramsey County to see if the fences could be put up sooner than originally <br /> 34 scheduled. <br /> 35 <br /> 36 Russ Nordstrom,2536 W.County Road H2,asked if a summary of the City Council meeting topics could be <br /> 37 broadcast on Cable a few days prior to the Council meetings. This would keep residents informed and give <br /> 38 them an opportunity to attend meetings on topics of interest to them. He also noted that he has seen residents <br /> 39 washing down their driveways and feels because it is a waste of water,the city should have some restrictions on <br /> 40 it. <br /> 41 <br /> 42 PUBLIC HEARINGS: <br /> 43 <br /> 44 Public Hearing to consider renewal on-sale intoxicating liquor license for Mermaid Supper Club,2200 <br /> 45 Highway 10. <br /> • 46 <br /> 47 Acting Mayor Koopmeiners opened the Public Hearing at 7:20 p.m. There were no public comments and the <br /> 48 Public Hearing was closed. <br />
