UNAPPROVLD Page 12 • June 23, 1997 Mounds View City Council 1 Council member Stigney stated he knows it will be difficult to replace Ms. Sheldon,however he is 2 uncomfortable with the present structure in having two Directors overseeing a staff of five. He wondered if the 3 Director positions could be reduced to one and still allow the city to achieve the same goals. A discussion 4 followed. Mr.Whiting noted the various changes that have taken place in the area of staff structure during the 5 past year. 6 7 Council member Trude stated she feels the title of Director comes with a certain level of achievement and 8 experience, as well as professional education. As council member she has experienced numerous 9 changeovers in staff in the Planning Department which results in a number of problems. She feels the 10 difference in pay to hire a Director will be paid back to the taxpayers tenfold or more and it is her feeling that it 11 would be very short sighted to go back to the level of Planning Technician at this point in the city's 12 development. 13 14 Council member Quick stated he feels hiring for a position less than Director would be a big step backwards. 15 The city has moved forward for the past year which is very evident by the number of projects and progress in 16 the planning area of Highway 10. The city can simply not afford to not fill this position at this level. 17 18 VOTE: 3 ayes 1 nay(Stigney) Motion Carried 19 20 Report of Council members: • 21 22 Trude: Council member Trude congratulated Attorney Bob Long for his appointment to the position of 23 President to the League of Minnesota Cities. She gave a brief update on the Airport expansion project,noting 24 that Public Hearings would be held in July. 25 26 Stigney: No report. 27 28 Ouick: No report. 29 30 Report of Acting Mayor Koopmeiners: No report. 31 32 Report of Clerk Administrator. Mr.Whiting provided information in regard to the proposed Public 33 Hearing for the Blaine/Anoka County Airport Comprehensive Plan Update. This will be held at the Blaine City 34 Council meeting on July 10, 1997 between 5 p.m.and 7 p.m. The Public Hearing will be held at 7 p.m. He 35 stated he would be arranging a meeting between the Mayors,City Managers and State Representatives and 36 Senators from this area to discuss the plan. 37 38 Report of Staff: No report. 39 40 Report of Attorney: Mr.Long thanked the Council for their support in St. Cloud for the League of MN 41 Cities meeting. 42 43 Acting Mayor Koopmeiners noted that the next Council Work Session will be held on July 7. 1997 at 6:00 p.m. 44 The next Council Meeting is on July 14, 1997 at 7:00 p.m. 45 46 MOTION/SECOND: Stigney/Quick to adjourn the June 23, 1997 Council Meeting at 10:25 p.m. 47 48 VOTE: 4 ayes 0 nays Motion Carried
