UNAPPROVLD <br /> Page 12 • <br /> June 23, 1997 <br /> Mounds View City Council <br /> 1 Council member Stigney stated he knows it will be difficult to replace Ms. Sheldon,however he is <br /> 2 uncomfortable with the present structure in having two Directors overseeing a staff of five. He wondered if the <br /> 3 Director positions could be reduced to one and still allow the city to achieve the same goals. A discussion <br /> 4 followed. Mr.Whiting noted the various changes that have taken place in the area of staff structure during the <br /> 5 past year. <br /> 6 <br /> 7 Council member Trude stated she feels the title of Director comes with a certain level of achievement and <br /> 8 experience, as well as professional education. As council member she has experienced numerous <br /> 9 changeovers in staff in the Planning Department which results in a number of problems. She feels the <br /> 10 difference in pay to hire a Director will be paid back to the taxpayers tenfold or more and it is her feeling that it <br /> 11 would be very short sighted to go back to the level of Planning Technician at this point in the city's <br /> 12 development. <br /> 13 <br /> 14 Council member Quick stated he feels hiring for a position less than Director would be a big step backwards. <br /> 15 The city has moved forward for the past year which is very evident by the number of projects and progress in <br /> 16 the planning area of Highway 10. The city can simply not afford to not fill this position at this level. <br /> 17 <br /> 18 VOTE: 3 ayes 1 nay(Stigney) Motion Carried <br /> 19 <br /> 20 Report of Council members: • <br /> 21 <br /> 22 Trude: Council member Trude congratulated Attorney Bob Long for his appointment to the position of <br /> 23 President to the League of Minnesota Cities. She gave a brief update on the Airport expansion project,noting <br /> 24 that Public Hearings would be held in July. <br /> 25 <br /> 26 Stigney: No report. <br /> 27 <br /> 28 Ouick: No report. <br /> 29 <br /> 30 Report of Acting Mayor Koopmeiners: No report. <br /> 31 <br /> 32 Report of Clerk Administrator. Mr.Whiting provided information in regard to the proposed Public <br /> 33 Hearing for the Blaine/Anoka County Airport Comprehensive Plan Update. This will be held at the Blaine City <br /> 34 Council meeting on July 10, 1997 between 5 p.m.and 7 p.m. The Public Hearing will be held at 7 p.m. He <br /> 35 stated he would be arranging a meeting between the Mayors,City Managers and State Representatives and <br /> 36 Senators from this area to discuss the plan. <br /> 37 <br /> 38 Report of Staff: No report. <br /> 39 <br /> 40 Report of Attorney: Mr.Long thanked the Council for their support in St. Cloud for the League of MN <br /> 41 Cities meeting. <br /> 42 <br /> 43 Acting Mayor Koopmeiners noted that the next Council Work Session will be held on July 7. 1997 at 6:00 p.m. <br /> 44 The next Council Meeting is on July 14, 1997 at 7:00 p.m. <br /> 45 <br /> 46 MOTION/SECOND: Stigney/Quick to adjourn the June 23, 1997 Council Meeting at 10:25 p.m. <br /> 47 <br /> 48 VOTE: 4 ayes 0 nays Motion Carried <br />
