Item No. 11 <br /> Staff Report No.97-.2/(p/C <br /> Meeting Date: July 14, 1997 <br /> • Type of Business: CB <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda; CB: Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Michael Ulrich, Director of Public Works <br /> Item Title/Subject: Consider Resolution No. 5142, Authorizing a Feasibility Study for <br /> the Reconstruction of Spring Lake Road and County Road I. <br /> Date of Report: July 10, 1997 <br /> A neighborhood informational meeting for the proposed reconstruction of Spring Lake Road and County <br /> Road I, was held on June 24, 1997,to introduce the project and take comment from the residents possibly <br /> affected by the project. Approximately 80 residents were in attendance. Staff presented information <br /> received by the preliminary survey report. Included in the information was right of way issues, street <br /> width designs, sidewalk construction, water main installation, sanitary sewer main and lateral service <br /> replacement, and storm sewer construction. <br /> Staff received comments from the audience regarding all of these topics, and also received a petition to <br /> only resurface the street without widening it, or constructing a sidewalk(staff would not recommend <br /> merely resurfacing the existing roadway). The trail ways plan was presented and discussed with the <br /> • residents. At the time the trail ways committee developed the plan, it was anticipated that the trail ways/ <br /> sidewalks would be constructed on MSA streets, as they tend to divide the community into logical <br /> quadrants. The situation north of TH 10 is a little complicated as there could be three MSA streets within <br /> four blocks. Staff will present the sidewalk issue and other issues at the Council meeting, if necessary, <br /> and in greater detail at the August work session. <br /> Staff has copied the petition and attached it to this report for Council's review. The feasibility study will <br /> exam all aspects of the reconstruction, street widths, right of way concerns, sidewalk issues and residents <br /> concerns. It will evaluate these alternatives and explain concerns and or recommendations for <br /> construction. Staff did not present a predetermined street design to the residents. It was explained that <br /> several options are available and would be more readily defined once the feasibility study is completed. <br /> In accordance with the Charter and Municipal Code, adoption of this resolution is necessary for public <br /> improvements that are to be assessed. Staff has received a proposal from SEH to conduct the feasibility <br /> study for$35,000.00.
