,IXT°Cif • tip?Wf[(Ii PaKae4�Q COMPREHENSIVE PLAN UPDATE s 1997-1998 WORK PLAN Introduction The City of Mounds View is undertaking an update of its Comprehensive Plan, in order to better address the long run health and vitality of the community, neighborhood and housing conditions, current development and redevelopment issues, the importance of the Highway 10 corridor, and to coordinate with regional planning efforts such as the Metropolitan Council's Regional Blueprint and the North Metro I-35W Corridor Coalition Project. The City of Mounds View is located 10 miles north of Minneapolis and St. Paul directly west of Interstate 35W on Highway 10. Mounds View is in the northwest corner of Ramsey County and is bordered by the communities of New Brighton, Arden Hills, Fridley, Blaine, Shoreview and Spring Lake Park. It is considered to be in the first ring of suburbs developed around the Twin Cities following World War II, with 47% of the City's single family houses stock being built prior to 1960 and 32% of the single family houses being built between 1950 and 1959. Mounds View also has three manufactured housing parks, with a total of 585 spaces, and 1,370 multiple family housing units. The multiple family units represent 28% of its housing stock. It is bisected by Highway 10 which provides a direct connection to I-35W and Hwy 694. Highway 10 carries approximately 40,000 trips per day. Mounds View has a population of 12,800 people and has grown from a bedroom community to a bustling suburb with diverse residential neighborhoods and three quality business parks. Much of the City is in large, tree covered single family lots served by quiet, country-style streets. There is also a significant concentration of larger-sized rental apartment developments in the central section of Mounds View on either side of Highway 10. There has been considerable interest during 1996-1997 in development and redevelopment opportunities along Highway 10, with three major projects underway. In 1996, the City purchased an existing building which is being renovated into a community center, and along with City Hall, they form the nucleus of what is hoped will become the Mounds View City Center, an activity area with entertainment, restaurants, offices, retail shopping, multiple family housing, and civic and recreational uses. Status of Comprehensive Plan and Other Planning Activities The most recent Mounds View Comprehensive Plan was completed in 1979 and adopted by City Council on July 26, 1982. Several efforts have been undertaken in the intervening years update this plan, but have not been concluded. The plan is in major need of revision and updating to better address current community issues, a changing development climate, and regional planning activities.
