Two bids were received. <br /> Only one bid meets the specifications advertised. One bidder, Bituminous Roadways Inc., is <br /> attempting to provide a different type and larger size rock than is specified, stating that the chip <br /> specified is not available. This is not the case. Staff specified this size chip because it provides <br /> for a very tight seal, and is not as prone to stripping as larger chips. While providing very good <br /> skid resistance, it is not as abrasive as a larger chip as Bituminous Roadways Inc. has attempted <br /> to utilize. Staff has used a larger rock size in the past and has not received favorable results. <br /> This action by Bituminous Roadways Inc. has disqualified their bid.
