Page 4 UNAPPROVED <br /> July 14, 1997 <br /> Mounds View City Council <br /> 1 A discussion followed. Ms. Sheldon explained that the Orsat test is a requirement,however it has not been <br /> 2 past practice to have an inspector present while the test is being done;the city relies on the company's <br /> 3 reputability to conduct this test. The Council will need to determine how they want to handle this in the future. <br /> 4 <br /> 5 Mayor McCarty stated he believes the city has the responsibility to see that the job is done adequately. He <br /> 6 stated he feels we must enforce the city code. <br /> 7 <br /> 8 MOTION/SECOND: McCarty/Quick to direct staff to find someone capable of performing the test, ordering <br /> 9 it done,paying for the test and then assessing the cost to the contractor at first opportunity. <br /> 10 <br /> 11 MOTION/SECOND: Koopmeiners/Trude to table this until more research can be done. <br /> 12 <br /> 13 VOTE: 3 ayes 2 nays(McCarty/Quick) Motion Carried <br /> 14 <br /> 15 Council member Trude suggested that staff determine what the cost would be for this type of test. She <br /> 16 believes that contacting a manufacturer's representative would be wise. Ms. Sheldon stated she would check <br /> 17 with the Building Inspector to see if he can provide a list of the companies that are doing this testing procedure <br /> 18 and will report back at the next meeting. <br /> 19 <br /> 20 Mr.Stigney stated he would like to know the current method of testing in other communities. He asked Ms. <br /> 21 Sheldon to check to see if a CO2 test was completed at the time of installation. <br /> 22 <br /> 23 Paul Johnson,5259 Greenfield Avenue,stated at one time the city was proposing to put in a cul-de-sac at <br /> 24 County Road H-2 and Greenfield At that time,residents did not want it,however,now with the change in <br /> 25 traffic,they would be open to the idea and he wondered if it was still a possibility. <br /> 26 <br /> 27 Mayor McCarty stated he would have staff review it to see if there is potential for a cul-de-sac in that area and <br /> 28 will keep them informed <br /> 29 <br /> 30 Janice Johnson,5259 Greenfield Avenue,asked if Mounds View intends to do anything about the sewer <br /> 31 system. They have had numerous problems over the years with sewer in their basement and she believes it is a <br /> 32 problem with the city sewer system. Mr.Ulrich explained that he is aware of one problem several years ago <br /> 33 caused by sticks which were dropped through the manhole,where the city responded accordingly. He <br /> 34 explained that the city attempts to provide maintenance to the entire sewer system once every four years. He <br /> 35 noted that the city has done some research of the system on Greenfield Avenue with regard to the elevation of <br /> 36 the sanitary sewer and the outlet of the residential lateral,however they have not provided any type of televising <br /> 37 or inspection of this property owner's service so he does not have an explanation as to why this has been a <br /> 38 problem. Often times,a problem is found in the residential service. He reminded homeowners that if they <br /> 39 clean their residential service,they are requested to notify the Public Works Department. <br /> 40 <br /> 41 Sherry Gunn,8120 Red Oak Court,on behalf of the Science Math Academy for girls that was held at Pinewood <br /> 42 School,presented a letter from the teachers to the city thanking them for all their help in instrumenting the <br /> 43 projects. She also provided the Council with a copy of the report of the Rice Creek observation which they put <br /> 44 together. <br /> 45 •46 PUBLIC HEARINGS: <br /> 47 <br /> 48 There were no Public Hearings scheduled for this meeting. <br />
