The applicant proposes to construct 16 two-level rental <br /> • townhome units on the vacant parcels while completely rehabilitating the 40 existing apartment <br /> units. New hipped-style roofs and new siding will be added to the apartment buildings to match <br /> the design of the proposed rental townhomes. The applicant is also proposing to replace all of the <br /> carpeting and vinyl flooring, windows, and the kitchen appliances and cabinets. They will be <br /> replacing furnaces and water heaters and light fixtures as needed. With the 40 existing units and <br /> the 16 new rental townhomes, the density on this 3.78 acre site would be 15.0 dwellings per acre. <br /> Two separate zoning designations apply to this project. The apartments are zoned R-4, High <br /> Density Residential; and the vacant parcels are zoned R-3, Medium Density Residential. The <br /> density allowed by the R-4 and R-3 districts is 17.4 units per acre. <br /> Type of Review: <br /> The proposed Silver Lake Commons development is consistent with the Mounds View <br /> Comprehensive Plan, which shows this property for High Density Residential. It is also consistent <br /> with the existing zoning, in that R-4 and R-3 allow for multiple family dwellings at 17.4 units per <br /> acre. The request before City Council is for approval of a development review, or site plan <br /> review, which is technical in nature. Development review is used to check if the proposal meets <br /> all of the zoning requirements such as setbacks, building heights, open space and parking <br /> requirements. Development review is required by Section 1006.06, Subd. 2 and Subd. 3 of the <br /> Mounds View Municipal Code, and is not subject to a public hearing requirement. <br /> This project involves some additional issues outside of the development review, including a <br /> request by the applicant to purchase the City-owned property lot at the corner of Eastwood and <br /> Highway 10 and an allocation of tax increment funds from the City. Both of these issues are on <br /> the Economic Development Authority's agenda for your meeting following the regular City <br /> Council meeting.
