• RESOLUTION NO. 5144 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION APPROVING A DEVELOPMENT REVIEW <br /> FOR SILVER LAKE COMMONS, 2625-2665 HIGHWAY 10; <br /> MOUNDS VIEW PLANNING CASE NO. 487-97 <br /> WHEREAS, MSP Real Estate, Inc. has applied for a development review to renovate the <br /> existing Red Oak Apartments and to construct a 16-unit rental townhouse development on the <br /> parcels located at 2625 -2655 Highway 10, legally described as follows: <br /> T <br /> LOTS 78 THROUGH 82 AND LOT 83, EXCEPT THE REAR 150 FEET THEREOF; <br /> SECTION 6, TOWNSHIP 30, RANGE 23,RAMSEY COUNTY, MINNESOTA <br /> WHEREAS, Chapter 1006 of the Mounds View Municipal Code requires that a <br /> development review be conducted for this and similar projects; and, <br /> WHEREAS, the property is shown in the Mounds View Comprehensive Plan for high <br /> density residential; and, <br /> WHEREAS, the property is in the R-4 and R-3 multiple family residential districts, which <br /> allow for apartments and rental townhomes at densities up to 17.4 units per acre; and, <br /> WHEREAS, the Mounds View City Council has reviewed the following documents <br /> regarding this development review request: <br /> 1. Planning Application <br /> 2. Zoning Map <br /> 3. Revised Site,Grading and Landscape Plans,dated 7/24/97 <br /> 4. Letter from the Applicant <br /> 5. Letter from MnDOT,dated 6/26/97 <br /> 6. Hydrological Review by Rocky Keehn,dated 6/6/97 <br /> 7. Memo from Rocky Keehn,dated 7/9/97 <br /> 8. Memo from Mark Bishop,Fire Marshal,dated 5/28/97 <br /> 9. Mounds View Planning Commission Resolution 514-97 <br /> WHEREAS, the Mounds View City Council has received a recommendation of approval <br /> from the Mounds View Planning Commission as stated in Planning Commission Resolution No. <br /> 514-97; and, <br /> WHEREAS, the Mounds View Planning Commission approved Resolution No. 513-97 <br /> • which approved a variance in parking ratios for this project such that 1 covered space per unit, <br /> and 1.15 surface space per unit is required, for a total of 149 parking spaces to be provided and <br /> proof of parking for an additional 19 parking spaces; and, <br />
