These include distinguishing between wetland buffer and wetland alteration <br /> permits, and adding to the list of minor construction projects which would receive administrative, <br /> rather than City Council, approval. <br /> Discussion: <br /> Attached you will find a copy of proposed Ordinance 602, which makes revisions to the Wetland <br /> Zoning District. We have placed it on a worksession agenda to give City Council an opportunity <br /> • to make comment and ask questions prior to it being heard at a regular meeting. We are also <br /> attempting to smooth the transition, and have the current Community Development Director <br /> handle questions from City Council on August 4 rather than leaving them to the Planning <br /> Associate at the regular meeting on August 11. A public hearing on this ordinance is scheduled <br /> for August 11, 1997. <br /> The key changes are as follows: <br /> Page 2 Creating two types of permits: wetland alteration and wetland buffer permits. <br /> Using the term"wetland alteration permit" for all permits, whether they are in the <br /> buffer or in the wetland itself, causes some confusion with citizens and applicants <br /> and often gives the wrong impression that work will be done in the wetland when <br /> it will not. <br /> Provision has been made where a project overlaps between the wetland and the <br /> buffer that only one permit is required, and it shall be reviewed by the City Council <br /> if any of the activities require City Council action. <br /> Page 3-5 Standards for Approval of Permits has been reorganized to group items under <br /> topics, so the discussion in staff reports of whether or not standards have been met <br /> can be done by topic rather than for 21 criteria. <br /> • Page 5-6 Standards for Denial of Permits are the same as are now in the ordinance, but are <br /> underlined because they have been moved from Section 1010.09. <br />
