The City shall process <br /> the permit application according to the provisions of this Section 1010.08 <br /> subdivision 4 hereof. For permits requiring City Council action. the Community <br /> Development Department shall prepare a report and recommendation for <br /> consideration by City Council prior to the City Council taking action on the permit <br /> application. Subd. 8.
