The City has a sizeable supply of pre-and post-war, single family housing <br /> which is now approaching or exceeds 40 years of age. The City also has 28%of its housing stock in <br /> rental units and 12%of its housing stock in manufactured homes. Goals,policies and action steps <br /> related to maintaining and rehabilitating existing units, as well as replacing substandard housing stock <br /> appears in the adopted 1982 Comprehensive Plan,in Mounds View Focus 2000 Implementation Plan <br /> from September 1994, and in the City's 1996 Housing Action Plan for the Liveable Communities Act. <br /> iStaff is requesting approval from City Council for an allocation of$15,000 from tax increment funding <br /> to hire professional services to prepare the following: <br /> ■ an update of the Housing Action Plan by December, 1997 as is required by Minnesota Statutes <br /> • a handbook of specific programs to address the most pressing issues related to housing in the <br /> community, and identification of funding sources <br /> Discussion: <br /> Staff regards the following as the most pressing issues related to housing in the community: <br /> • Rehabilitation and improvement of the smaller pre-and post-war, single family houses, <br /> built prior to 1960. <br /> According to the City's Housing Action Plan prepared in 1996,there are 1308 single family homes in <br /> Mounds View or 47%of the single family housing stock which were built prior to 1960. These homes <br /> are approaching 40 years of age. They are also smaller and have less amenities than homes which are <br /> being built on the fringe of the metro area. In order to keep these homes from deteriorating or <br /> becoming obsolete, reinvestment is necessary. Homes need to be rehabilitated and improved. The idea <br /> of developing a City-sponsored housing rehabilitation program has been discussed. One of the <br /> expectations for the housing replacement program is that the income derived from reselling the lots <br /> • acquired through this program will be used to create a revolving loan fund for housing rehabilitation. <br /> Since the housing replacement program is in its infancy,we do not yet have income from lot sales. <br />
