He feels if this road is being turned back to the city,it should become a city road,not a <br /> major highway. Additionally,the property marker on his property is not indicative of the corner of his <br /> property. The real boundary is out in County Road I under the pavement. Mayor McCarty stated the <br /> property lines will all be established as a part of the project. <br /> Mr.Ulrich explained that the city cannot restrict trucks from using the road as it is a MSA road and vehicles of <br /> heavy volume pay the most sales and gas tax,thereby providing a good portion of the funds. <br /> One solution may be to call the trucking companies and ask them to have their truckers use the major highway <br /> system instead of using the residential streets. <br /> MOTION/SECOND: Quick/Koopmeiners to approve Resolution No.5142,Authorizing a Feasibility Study <br /> for the Reconstruction of Spring Lake Road and County Road I. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> A)(1) Approving the Bids for Sealcoating. <br /> Mr.Ulrich explained that the city had a bid opening for the 1997 sealcoat project. There were two bidders <br /> who submitted bids;one(Bituminous Roadways,Inc.)who was disqualified as he did not meet the bid • <br /> specifications. The next qualified bidder was Allied Blacktop in the amount of$82,970.60. <br /> MOTION/SECOND: Quick/Koopmeiners to award the sealcoat bid to Allied Blacktop in the amount of <br /> $82,970.60. <br /> Mr.Ulrich asked if the Council could authorize the Director of Public Works to sign change orders up to 15% <br /> of the project bid. <br /> Council members Quick and Koopmeiners accepted this amendment as a part of the original motion. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> B. Consideration of Resolution No.5143,A resolution Authorizing the filing of an application for a <br /> local Planning Assistance Grant from Metropolitan Council. <br /> Ms. Sheldon explained that staff has prepared a grant application to go to the Metropolitan Council for money <br /> that would assist the city in updating its Comprehensive Plan,which is required by State Law to be completed <br /> by November of 1998. The city is asking for the maximum amount of$20,000 which would go along with a <br /> city investment of$73,000. <br /> Mayor McCarty noted a minor correction to Resolution No.5143. The first paragraph should be changed to <br /> read"WHEREAS,the City of Mounds View initiated its current Comprehensive Plan in 1977.. ." <br /> MOTION/SECOND: Trude/Quick to approve Resolution No.5143,A Resolution Authorizing the filing of an <br /> application for a local Planning Assistance Grant from Metropolitan Council. <br /> • <br /> VOTE: 5 ayes 0 nays Motion Carried <br />
