City of Mounds View Staff Report <br /> August 8, 1997 <br /> Page 2 <br /> applicant may use the playground facility in City Hall Park as an alternative to meet the <br /> requirement for an outdoor play area. <br /> It is our understanding that the tot lot will be in an unfinished state for the remainder of <br /> this year, until the site work for the overall community center is done in the spring. (The <br /> area proposed for a tot lot needs to be regraded to get positive drainage from the building <br /> to Bronson Drive.) Children's Home Society is planning to use the playground in City <br /> Hall Park as an alternative during this period of time. There is a condition to this effect in <br /> the resolution, including a requirement that Children's Home Society provide liability <br /> insurance which would hold the City harmless for their use of City Hall Park. <br /> Planning Commission suggested a condition that the Director of Public Works determine <br /> if it is feasible for a crosswalk to be painted across Edgewood between the Community <br /> Center and City Hall Park, and signage be installed to facilitate the children crossing from <br /> the Community Center to the playground in the park. A condition to that effect has been <br /> included in the resolution. <br /> ■ Parking and Access: The Mounds View Zoning Code requires one space for each child, <br /> plus 1 additional space for each classroom. An analysis of parking requirements has been <br /> included on the site plan. This analysis shows 20 spaces for the day care center. The <br /> number is consistent with the parking ratio required. (98 children/7 children per space= <br /> 14; 1 space per classroom= 6 spaces; total required=20 spaces) We are assuming that <br /> the applicant is counting the infant, toddler and transition spaces as classrooms. <br /> Planning Commission suggested that signage be installed in the short term parking area <br /> and to direct parents to the drop-off area so facilitate smooth traffic flow and prevent the <br /> drop-off parking spaces from being used for long term parking. A condition to this effect <br /> is included. <br /> Planning Commission also suggested that attention be given to the parking bays located <br /> just south of the Community Center between Edgewood and the main entrance, and that <br /> these spaces not end up being used exclusively for staff parking for the day care center. A <br /> condition to this effect is also included. <br /> • Access to Arterial or Collector Street: The criteria for evaluating conditional use permits <br /> for day care centers include that the street providing access be either an arterial or <br /> collector street. It is our understanding that the purpose of this criterion is to make sure <br /> that a day care center is not located in the middle of a single family residential <br /> neighborhood on a low-volume street, where it would cause commotion. The Zoning <br /> Code does not specify what source shall be used to determine if a street providing access <br /> to a day care center is a collector or arterial street. Given the activity levels associated . <br /> with City Hall and the former Bel Rae Ballroom, the activity levels expected at the <br /> Mounds View Community Center, and the anticipated connection of Edgewood Drive to a <br /> four-way, signalized intersection with Highway 10, it is stars view that Edgewood Drive <br /> in this location is functioning as a collector street and therefore provides adequate access <br />
