Chuck Whiting, City Administrator <br /> Page 2 <br /> September 5, 1997 <br /> Property Manager's Coalition <br /> The Property Manager's Coalition is a joint coalition between the cities of Mounds View and <br /> New Brighton. It was established to address issues regarding apartments and to assist in the <br /> communication between the City and the property owners/managers and develop Crime Free <br /> Multi Housing properties. This is a cooperative effort between the Community Development <br /> Department and the Police Department. <br /> The first meeting was in April, 1995, in which we had 8 people attend. The meetings now <br /> average between 25 and 30 people. The meeting provides an excellent resource for property <br /> managers and owners of rental properties ranging from 2 to 400 units. Many property managers <br /> have commented on the helpfulness of these meetings. It also provides an arena in which to <br /> bring property managers information on various activities occurring within the City. <br /> Each month, prior to the meetings, a newsletter is created and mailed to each multi-family <br /> property owner. The newsletter addresses issues related to property law, rehabilitation programs, <br /> crime free multi housing and inspections. <br /> •City Inspections <br /> • In order ensure compliance with the Housing Code, the City Council requested that staff inspect <br /> all multiple dwelling units within a four-year period. This inspection program began in 1995, <br /> and we are currently on the third year of this rotation. <br /> Each year, a letter is sent to each property owner notifying them of the date and time of their <br /> inspection. In addition, they are sent a list of units that have been inspected in previous years and <br /> asked to select units which are not listed. We have approximately 1,400 units in the City of <br /> Mounds View ranging from duplexes to a 385-unit apartment complex. <br /> HRA Inspections <br /> The Metropolitan Council HRA contracts services with Mounds View to conduct their Section 8 <br /> inspections. Section 8 is a program which provides a subsidy to low-income families which can <br /> be used at any apartment throughout the metropolitan area if the landlord agrees to accept the <br /> subsidy. In order for rent to be paid to the landlord, the apartment must pass a Housing Quality <br /> Standards inspection. <br /> We conduct 75-100 inspections for the Metro HRA annually. <br /> • <br />
