At the August 11 City Council meeting a Public <br /> Hearing was set for revisions to the Housing Code to address issues regarding licensing of rental <br /> property. <br /> The Ordinance was to address concerns regarding the registration of specific properties such as <br /> 0 duplexes which have been converted to single-family homes, duplexes and fourplexes which are <br /> owner-occupied but not subdivided, and townhouses and condominiums which have separate <br /> parcel identification numbers and are owner-occupied. The Housing Code defines multiple <br /> dwelling units as "a building or portion thereof containing two (2) or more dwelling units." The <br /> Housing Code also states that"no person shall be allowed to be occupied or let to another for <br /> occupancy units in a multiple dwelling for which a certificate of registration has not been <br /> provided by the Building Inspection Department." Therefore, our Code states that we should <br /> register all of the properties listed above. <br /> Upon further discussion with the City Council at the May work session, it was determined that <br /> some of these units would not need to be registered specifically the townhouses and <br /> condominiums. Staff recommended drafting an Ordinance to address these issues. <br /> Upon further discussion with Scott Riggs, acting City Attorney in Bob Long's absence, it was <br /> determined that a revision to the Housing Code to address the licensing of specific rental <br /> properties would not be in the best interest of the City. According to Mr. Riggs, it would be <br /> more appropriate to address these issues in an Administrative Policy which would be authorized <br /> by the City Council through Resolution. <br /> Staff will be preparing an Administrative Policy which will be provided for your consideration at <br /> the September 8 City Council meeting. <br /> • _ , <br /> ai / L ink <br /> Je 'fer Bqr, nan, Horlsing Inspector <br /> V <br />
