These issues were also discussed with City Council at a worksession on May 5, <br /> 1997, and the proposed ordinance was discussed at a worksession on August 4, 1997. The issues <br /> are: <br /> • • adding typical, minor construction projects to the list of activities for which administrative <br /> authority is given for issuing permits <br /> • creating two types of permits: a wetland alteration permit and a wetland buffer permit to <br /> eliminate confusion <br /> With respect to the first issue, the items which are now listed under administrative permits <br /> include: <br /> 1. repair or maintenance of any lawful use existing on the effective date of the ordinance <br /> 2. alterations within the wetland buffer zone(which) do not extend into or impact the <br /> adjacent wetland <br /> 3. public or private utility work on existing facilities <br /> 4. installation and maintenance of fences <br /> 5. landscaping and impervious surfaces up to 864 square feet <br /> 6. detached garages and accessory buildings <br /> 7. grading which does not adversely alter storm water storage capacity, storm water flow <br /> direction or runoff intensity. <br /> 8. temporary structures not requiring permanent foundations or pads for support <br /> Staff is suggesting that building additions and impervious surfaces which are 1264 square feet in <br /> • size or less, and additions to detached garages, accessory buildings and driveways which do not <br /> require a conditional use permit be added to this list. This would simplify the process for <br /> homeowners who want to add porches, decks, patios and room additions. <br />
