Advancement to each step shall occur only after a performance evaluation rated <br /> satisfactory or better has been conducted by an employee's Supervisor and <br /> approved by the Department Head, City Administrator, and the City Council. <br /> 3. The City Administrator shall determine and make recommendations to the City <br /> Council at which step a new employee shall begin on the Five Step Plan. The <br /> initial Step placement shall be based on experience and training. <br /> C. STEP 5 ANNUAL ADJUSTMENT <br /> 1. The Stanton Mean for each position will be adjusted annually. In order to remain <br /> consistent with the fluctuations of the Stanton Group 5 Mean and to also remain <br /> consistent with each position's professional compensation comparison. <br /> 2. In July of each year, DCA Stanton publishes the current year's position salary <br /> ranges and position means. If, in July, it is indicated that the Stanton mean for a <br /> position is higher than originally projected at the end of the previous year, the <br /> position's Step will be adjusted in December to the July Stanton mean. The new <br /> Step 5 will become the year end Step 5 for purposes of calculating the <br /> subsequent year's highest salary step. <br /> 3. A sample computation is indicated below: <br /> • (All calculations in each sample computation are based on monthly salary) <br /> STEP 5 ANNUAL ADJUSTMENT MONTHLY SALARY <br /> CURRENT YEAR STEP 5 $1758 <br /> JULY STANTON MEAN $1775 <br /> DIFFERENCE $17 <br /> ADJUSTED STEP 5 $1775 <br /> D. TIME FRAME <br /> The annual adjustment of a position's Step 5, not represented by a collective bargaining unit, <br /> shall occur prior to the end of December and prior to the Annual Compensation Adjustment or <br /> any Pay Equity Adjustment. The Adjusted Step 5 is a calculation used to determine the <br /> subsequent year's Step 5 and is not implemented until the following January 1st. <br /> E. COMPENSATION STABILITY <br /> In the event a position's Step 5 pay is in excess of the Stanton Mean, as indicated by the July <br /> publication, the difference will be allowed to continue with annual charges in the step plan <br /> limited only to the change in the Annual Compensation Adjustment or any Pay Equity <br /> Adjustment. <br /> F. NON-STANTON POSITIONS <br /> In the event a position does not have a DCA Stanton Comparable position, the City <br /> Administrator will survey other cities to determine a position equivalent. <br /> • G. SALARY ADJUSTMENT RESULTING FROM PROMOTIONS <br /> In the event an employee receives a promotion into a position of higher responsibility, a salary <br />
