Mr.Whiting explained that the developer does not have anything to present at this <br /> time,and if the city is going to investigate it further,they should get something from the developer to <br /> compensate the city for the time spent. Also the city should get some type of schedule from the developer so <br /> that something can be brought before residents for input. <br /> MOTION/SECOND: Quick/Koopmeiners to Approve the Exclusive Negotiations Agreement with Anthony <br /> Properties and to empower the Mayor and the Clerk Administrator to enter into an Exclusive Negotiations <br /> Agreement with Anthony Properties. <br /> VOTE: 2 ayes 2 nays(Stigney/Trude) Motion Fails <br /> E. Council Acceptance of Council Member Julie Trude's Resignation. <br /> Mr.Whiting explained that Ms.Trude's resignation would be effective September 1, 1997. <br /> MOTION/SECOND: Quick/Koopmeiners to Accept the Resignation of Council Member Julie Trude, <br /> effective September 1, 1997. <br /> VOTE: 4 ayes 0 nays Motion Carried <br /> • F. Council Setting of Date for Special Election. <br /> Mr.Whiting suggested that the Special Election be scheduled for Tuesday,November 4, 1997. <br /> MOTION/SECOND: Quick/Stigney to Set the Date for the Special Election on Tuesday,November 4, 1997. <br /> VOTE: 4 ayes 0 nays . Motion Carried <br /> G. Communication. <br /> Council member Stigney stated he would like to see improvements in communication(Council with residents, <br /> Council with staff,internally-Management with staff,etc.). At one time he asked about the possibility of a <br /> phone hook up in the Council Chambers to allow residents to call in with questions and comments. He would <br /> like to ask the Council to direct staff to look at how they think the Council can improve communication. He <br /> feels the city should more effectively use the newsletter and publications to get information out that residents <br /> have interest in. <br /> Council member Trude stated she thinks it would be great if the city were able to take a more pro-active <br /> approach toward communicating with residents. <br /> It was the general consensus of the Council to direct staff to try to make communication a priority. <br /> Mr.Whiting stated he agrees with the importance of communication,but feels the council needs to talk about <br /> how much effort and expense the city wants to incur to make communication a priority for the city. Anything <br /> • the Council can do in giving direction to the staff would be appreciated and they would certainly look at those <br /> objectives. <br />
