He feels a more appropriate method would be to <br /> 8 choose cities with a comparable tax capacity. Therefore,he would like to direct staff to go back to the April <br /> 9 23th proposed listing that he provided and find cities which are both close in population to Mounds View <br /> 10 and who have a comparable tax capacity. Some of the cities on the list have triple the tax capacity of <br /> 11 Mounds View. <br /> 12 <br /> 13 Mr.Whiting noted that the consultant had suggested that the city not look at outstate cities for this study. <br /> 14 A discussion followed. Mayor McCarty stated his concern would be that outstate municipalities would have <br /> 15 an entire different economic situation. He,however,felt that the outstate areas could be looked at and <br /> 16 discussed in greater detail at the work session. <br /> 17 <br /> 18 Mayor McCarty noted that he feels it would also be appropriate to consider the requirements of education and <br /> 19 experience in determining the pay scale for the various positions. He asked if this could be added to the <br /> 20 criteria. <br /> 21 <br /> 22 Council member Quick stated he felt this would be a waste of staff time to require them to go back and look <br /> 23 for other comparable cities. Mr.Whiting felt the information could be obtained quite easily. <br /> 24 <br /> 25 MOTION/SECOND: Stigney/McCarty to amend the Compensation Study to incorporate the original cities <br /> 26 he proposed on April 28, 1997. <br /> 27 <br /> • 28 VOTE: 2 ayes 2 nays(Quick/Koopmeiners) Motion Fails <br /> 29 <br /> 30 MOTION by McCarty to reconsider. No second. <br /> 31 <br /> 32 Discussion on Item 3(C): <br /> 33 <br /> 34 Michael Ulrich,Director of Public Works explained that this Public Hearing must be set by resolution and he <br /> 35 will have a resolution prepared by the next regular Council meeting. The Resolution will set the Public <br /> 36 Hearing for October 13, 1997. Therefore,Mr.Ulrich asked that 3C be removed from the Consent Agenda. <br /> 37 <br /> 38 RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: <br /> 39 <br /> 40 Mayor McCarty explained that this is the time for residents to address the council with concerns on items that <br /> 41 are not on the Agenda. <br /> 42 <br /> 43 William Werner,2765 Sherwood Road,noted that at the September 2, 1997 Work Session,Mr.Whiting <br /> 44 commented on community problems and the need for more involvement by the community. He asked what the <br /> 45 status of this is. Mayor McCarty noted that this has been an ongoing discussion and that the Council and <br /> 46 staff wish to have solid information prior to further involvement by the community. He stated he would like <br /> 47 to see the City Budget included in that information as well. He anticipates that they should be ready by <br /> 48 mid-October. <br /> 49 <br /> 50 Dan Mueller,8343 Groveland Road,stated he would like to see some strict speed enforcement on his road. A <br /> 51 park is located on Groveland and Arden Roads and it is used by many children. He is concerned about the <br /> 52 children's safety with the speed of traffic on the road and would appreciate anything that could be done to <br /> 53 slow the traffic on the road. <br /> 54 <br />
