Before any votes are made,he stated he would like to hear from the entire council as to how each one <br /> 2 feels about the proposed development. <br /> 3 <br /> 4 Mike Anderson,8350 Eastwood Road,stated he has an in-home business in Mounds View,where he has <br /> 5 invested a substantial amount of money. In his opinion,renters generally do not care about their properties <br /> 6 because it is not theirs. He feels the city already has too many rental units. He would prefer to see a nice <br /> 7 business on that piece of property. He stated he,as well as several of his neighbors,are opposed to the <br /> 8 project. <br /> 9 <br /> 10 Ann Connelly,a renter at Woodlawn Terrace,stated Mr.Anderson's opinions of renters is a common <br /> 11 misconception and that the condition of many rental properties is a result of careless landlords. <br /> 12 • <br /> 13 Mayor McCarty noted that some changes have been made to the original proposal. One change is that the <br /> 14 developer has withdrawn his request for Tax Increment Financing and also his request to purchase the land <br /> 15 from the city. As a result the number of new townhomes proposed for the site has decreased from sixteen <br /> 16 units to ten units. <br /> 17 <br /> 18 Mr.Jim Ericson,Planning Associate,provided a brief summary of the changes to the original site plan. The <br /> 19 city-owned parcel is no longer a part of the development project. The townhomes,now reduced to ten,will <br /> 20 consist of seven three-bedroom units and three four-bedroom units,each with their own garage and driveway. <br /> 21 New garages will be provided for the apartments. He noted that the location of the play area has been <br /> 22 shifted,more plantings have been added to the property line adjacent to the city land. <br /> 23 <br /> 24 Mr.Ericson noted that necessary criteria has been met and that staff is recommending approval of Resolution <br /> 25 5154. <br /> 26 <br /> 27 Milo Pinkerton,President of MSP Real Estate,explained that their company developed the Silver Lake Point <br /> 28 Apartments in Mounds View under the same affordable housing bracket as is proposed for the ten new <br /> • 29 townhomes. There are forty existing apartments and they are proposing to renovate those units and add ten <br /> 30 new townhomes. By adding the townhomes,they are adding green space to the development, to allow the <br /> 31 apartments,as a part of the overall development to conform with density requirements. He provided a <br /> 32 diagram of the proposed development. <br /> 33 <br /> 34 Council member Stigney noted that the number of proposed townhomes has decreased from 2S units down to <br /> 35 10 units. He wondered how many people they anticipate occupying the ten units. This information was not <br /> 36 available. <br /> 37 <br /> 38 Council member Stigney asked how long MSP Real Estate would be providing on-site management. Mr. <br /> 39 Pinkerton stated they would be willing to provide it indefinitely. <br /> 40 <br /> 41 Council member Stigney asked how much money will be set aside for ongoing maintenance. Mr.Pinkerton <br /> 42 stated they will be setting aside$250.per unit/year. <br /> 43 <br /> 44 Paul Kemensky,Attorney representing Milo Pinkerton,explained that Mr.Pinkerton's development proposal <br /> 45 meets/exceeds the standards that are set forth in the code. Mr.Pinkerton has proceeded in good faith to put <br /> 46 together a project that meets Mounds View's City Code and they are requesting that the City Council proceed. <br /> 47 <br /> 48 Gayla Keyes,7730 Greenwood Drive,asked if any consideration has been given to developing these <br /> 49 townhomes as"for sale"townhomes rather than rental units. <br /> 50 <br /> 51 Mr.Long,City Attorney,noted that the City Council cannot legally ask the developer to sell the townhomes. <br /> 52 Mayor McCarty noted that the developer has indicated that this is not an option. <br /> 53 <br /> 54 Cameron Obert asked that Resolutions 5111 and 5112 be read aloud. <br /> i <br />
