Council member Stigney <br /> indicated the following six cities to be included in the study based on comparable on tax <br /> capacity. <br /> The attached memo from Ann Antonsen, stresses the importance of choosing a well defined, <br /> logical geographical area and recommends the survey sample consist of ten cities.
