I <br /> Item No. 1?— <br /> Staff Report No. ?7-,g20-FC... <br /> Meeting Date: October 6, 1997 <br /> • Type of Business: W.K. <br /> WK: Work Session;PH:Public Hearing; <br /> CA: Consent Agenda; CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Michael Ulrich, Director of Public Works <br /> Item Title/Subject: Consideration of Special Assessment for Sanitary Sewer Service <br /> Repair <br /> Date of Report: October 2, 1997 <br /> Routine maintenance of the sanitary sewer system performed by City staff reviled a broken <br /> residential service connection on Sherwood Road. The residency is owned by Ms. Jean Kamer. <br /> Ms. Kamer was notified of the required repair, and the need for immeadiate attention in this <br /> matter. Ms. Karner was expericening difficulty in finding a contractor to perform the repair. <br /> Tracy Juell assisted her in attempting to obtain a contractor to perform the repair as soon as <br /> possible. The hasty repair was required due to the fact that subsoil sand was leaking into the <br /> service and accumulating in the sewer main. This condition would eventually cause a backup of <br /> both the residential service and the City sewer main. A sink hole or collapse of the roadway is <br /> also extremely possible. <br /> III <br /> Ms. Kamer indicated that she was not financially capable of funding the repair costs. At this <br /> time, I explained to her the possibility of being specially assessed for the repair. She agreed to <br /> the strategy and sent me a short letter requesting such. I have revised an earlier document utilized <br /> for special assessments levied for singular residential sanitary sewer service hookup that <br /> occurred in 1995. It is attached for Council's review. The document essentially is a petition and <br /> waiver agreement signed by both parties. A resolution will be required also stipulating the terms <br /> of the assessment. The City attorney is reviewing the document also and at the time of this report <br /> has yet to return an approved copy. I anticipate receiving the final document prior to Monday's <br /> meeting. Ms. Kamer is requesting a deferred assessment in accordance with the Municipal Code. <br /> Since Ms. Karner currently is 64 years of age, the attorney is researching the possibilities <br /> associated with this request. <br /> Staff will present a resolution for Council's consideration at the October 13, 1997 meeting. <br /> If Council has any questions or concerns regarding this issue, please feel free to call me. <br /> r <br /> ,fri/- / <br /> ,, (,- ,,,,..,- ( <br /> IIIMichael Ulrici, Director of Public Works <br />
