While presenting the <br /> • original one to the various city councils, several different city <br /> attorney's were asked for their opinion. As one could expect, <br /> these opinions and recommendations did not all agree. Of <br /> particular concern were the issues ofwhat happens to the assets if <br /> wecease to exist and in a similar manner the debts. There was the <br /> suggestion that Northwest Youth & Family Services should be a co- <br /> signer and the opinion that we could not be as we were not a <br /> municipality. Some council people would prefer to have a contract <br /> with the agency, which essentially has the same kind of financial <br /> expectation and yet does not involve the cities in being so <br /> directly involved in policy and management issues. <br /> The one consistent message that I have now heard from all the <br /> cities is an appreciation of the work we do and a desire to <br /> continue to participate with us in the future in a similar manner <br /> financially. The suggestions from the various attorneys have been <br /> forwarded to Roger Jenson, Roseville's legal council and he will be <br /> drafting another version of the agreement. In the meantime, while <br /> this continues to be in process, I would appreciate it if you would <br /> continue to plan for the 1998 budgeting purposes in accordance with <br /> the spirit of cooperation and support of your council. I am <br /> hopeful that we can get this fully resolved before the first of the <br /> year, but wanted you to know where we are at and why there has been <br /> somewhat of a slow up in the total execution of the agreement. <br />
