This letter will serve as the City of Mounds View's ("City") formal written comments and <br /> objections to the Proposed Draft July 1996 Long-Term Comprehensive Plan Update ("Plan") for <br /> the Anoka County/Blaine Airport ("Airport"). These comments are based on review, comments <br /> and final action by the Mounds View Airport Task Force and the Mounds View City Council. <br /> (Resolution attached as Exhibit A). The City requests that these written objections and the <br /> Resolution be made part of the official record being developed as part of the public hearing <br /> process for consideration of the Plan. <br /> The Metropolitan Airports Commission ("MAC") must prepare its Plan in full compliance with <br /> the Court Order dated July 28, 1986, Court File No. 4549M (Order). (Order attached as Exhibit <br /> El). MAC must also prepare its Plan in full compliance with Minnesota Statutes, sections <br /> 473.611, subd. 5, 473.641, subd. 4, and 473.655. The City's formal written objections stated <br /> herein are based on changes the City believes must be made to the Plan for it to be in <br /> compliance with the Order and the Minnesota Statutes referenced above. The Plan, as currently <br /> drafted, conflicts with the Order and the cited.Minnesota Statutes governing development at the <br /> Airport. Specifically, the capital improvements proposed by the Plan will have the effect of <br /> converting the Airport from a Minor Use to an Intermediate Use Airport in conflict with the <br /> Order, Minnesota Statutes, and the Aviation Chapter of the Metropolitan Development Guide. <br /> The City hereby respectfully requests MAC to make amendments to the Plan in accordance with <br /> the following written objections in an effort to ensure that the Plan is in compliance with the <br /> 411) Order and Minnesota Statutes to avoid the need for costly additional litigation regarding the <br /> Airport. <br />
