To do so, each community must pass a resolution in <br /> support of the program. Each city must also demonstrate that they have spent an amount equal to <br /> or greater than the Affordable and Life Cycle Housing Amount(ALHOA) calculated by the <br /> Metropolitan Council each year. If a city does not does not spend an amount of its ALHOA it <br /> must submit that amount to the Metropolitan Council or local housing authority. Mounds View's <br /> ALHOA for 1997 and for 1998 is $0. <br /> fa) Participation in the program, allows the City access to three separate funding accounts set <br /> up by <br /> the Metropolitan Council. These include the Tax Base Revitalization Account, Livable <br /> Communities Demonstration Program, and the Local Housing Incentives Account. This also <br /> allows Mounds View access to Local Planning Assistance Grants and Loans. Mounds View and <br /> the North Metro 35W Coalition have received grants through participation in this program. <br /> Attached is Resolution No. 5171 supporting the Livable Communities Act and stating that the <br /> City of Mounds View will continue to participate in the program. <br /> RECOMMENDATION: Staff recommends that the City Council approve Resolution No. 5171 <br /> supporting the Livable Communities Act and stating that the City of Mounds View will continue <br /> to participate in the program. <br /> C:\OFFICE\WPWIN\WPDOCS\CCSTAFF.00T <br /> • <br />
