SPECIAL ORDER OF BUSINESS: <br /> None. <br /> D. CONSENT AGENDA: <br /> MOTION/SECOND: Quick/Stigney to approve the Consent Agenda as presented. <br /> VOTE: 3 ayes 0 nays Motion Carried <br /> Mr.Bob Wharton of the Lion's Club was present to answer any questions that the Council may have had in <br /> regard to their request in Item 4 of the Consent Agenda. He provided a brief summary of some of the <br /> charitable donations that the Lion's Club has made in the past,noting that approximately 80%of the money <br /> goes back into the City of Mounds View to families in need or to the school system,and City Hall. <br /> He provided the Council with a list of the charitable donations over the past two years and the amount • <br /> expended. <br /> E. RESIDENTS REOUESTS AND COMMENTS FROM THE FLOOR: <br /> Acting Mayor Koopmeiners explained that this is the time for residents to address the council with concerns on <br /> items that are not on the Agenda. <br /> There were no questions or comments from the floor. <br /> F. COUNCIL BUSINESS: <br /> 1. Ordinance No.605,An Ordinance Implementing a Franchise Fee on Electric and Natural Gas <br /> Utility Companies for the Operation of the Utility within the City of Mounds View. <br /> Acting Mayor Koopmeiners opened the Public Hearing at 7:09 p.m. <br /> Mr.Whiting explained that passage of this ordinance would continue the franchise fee into 1998 at a decreased <br /> rate of 2.5%. The past five years,the franchise fee has been at 3%. The franchise fee would sunset on <br /> December 31, 1998. <br /> With no further questions,the Public Hearing was closed at 7:11 p.m. <br /> MOTION/SECOND: Quick/Stigney to approve the adoption of Ordinance No.605,An Ordinance <br /> Implementing a Franchise Fee on Electric and Natural Gas Utility Companies for the Operation of the Utility <br /> within the City of Mounds View,and to waive the reading. <br /> • <br /> ROLL CALL VOTE: <br />
