MEMO December 5, 1997 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: December 8, 1997 City Council Meeting <br /> Most of what is on the agenda for Monday night should be familiar to Council members from the <br /> work session. One item that I did not go over on Wednesday is the newsletter bid award for <br /> 1998. We received a fairly good bid from Nystrom to do our newsletters, one within budget with <br /> a little room to spare. Staff also contacted various distribution services and settled on the one the <br /> Mayor had informed us about on Wednesday called Independent Delivery Services. They deliver <br /> the Focus each week and the Mounds View Matters can be delivered at the same time for only <br /> $.05 a copy, a rate about half of what we were paying to have the newsletter delivered in the past, <br /> and very likely to be more reliable, and considerably cheaper than mailing. This is Item G-2 and <br /> staff's recommendation will be to approve the resolution awarding their bid. <br /> The other item for me to comment on is the MSP project resolution under Item G7. The Council <br /> reviewed this situation Wednesday evening. It appears the direction this has taken has been to <br /> first eliminate any possible liability risk to the City through the agreements with the Minneapolis <br /> Public Housing Authority through the request for a hold harmless provision. That not being <br /> • accomplished with them, Milo Pinkerton offered to include in his agreements insurance meant to <br /> apply to situations where the City may have a claim made against it. That is what was discussed <br /> with the Council last Wednesday. While it is not as totally secure as the hold harmless provision, <br /> it can address most of the risk potential for the City. Bob Long and Scott Riggs of Kennedy and <br /> Graven can structure the document language to reflect this and will be presenting that Monday <br /> evening to the Council for a final decision. <br /> As for other work since the work session, it has only been one day and I do not have much new to <br /> report. I am still attempting to arrange a meeting with Silver View town house association once I <br /> can determine open dates for the SRF consultant. I expect to have that set up by the end of <br /> today. <br /> As for the Spring Lake Road project, Bruce and Mike and I will be meeting today sometime to go <br /> over this and then can determine the time frame for a Council work session later this month. <br /> With that, have a good weekend and see you Monday evening. <br /> • <br />
